WMS Band 2 – Executive Coordinator
The Recreation and Conservation Office (RCO) is a small state agency located in Olympia, Washington that provides support for two boards and two councils in work that creates and maintains opportunities for recreation, protects the best of the state’s wild lands, farmlands and forestlands, and contributes to the recovery of salmon from the brink of extinction.

The Governor’s Salmon Recovery Office (GSRO) was established by the Legislature in 1998 through the Salmon Recovery Act (RCW 77.85.030). In 2009 the Legislature consolidated this office into the Recreation and Conservation Office, which already housed the Salmon Recovery Funding Board. The GSRO’s role is to coordinate and maintain a statewide salmon strategy in consultation with the Governor’s Office; assist in the development and implementation of regional recovery plans; secure current and future funding for local, regional, and state recovery efforts; and contribute to the consolidated reporting of salmon recovery. We are looking for:
A dynamic, hardworking leader to become the Executive Coordinator of the Governor’s Salmon Recovery Office. This individual works with others to develop and implement strategies for Washington’s salmon and steelhead recovery.

Duties

The challenging work you will enjoy includes:

The GSRO Executive Coordinator reports directly to the RCO Director and may supervise up to 5 staff. The GSRO currently has 4 permanent staff and draws support from other RCO team members.
The GSRO Executive Coordinator is responsible for: 1) the development and implementation of Washington State’s regionally-based salmon recovery plans, and 2) building relationships with local, state, tribal and federal entities involved with salmon recovery.

The Executive Coordinator:

  • Acts as a leader, spokesperson and advocate for salmon recovery in Washington State.
  • Coordinates and maintains the statewide salmon recovery strategy in consultation with the Governor’s Office.
  • Assists with regional and related strategies (e.g. Puget Sound Steelhead Recovery Plan, Governor’s Orca Task Force.).
  • Provides support to the Governor’s Office on salmon related policy issues.
  • Communicates and maintains partnerships with regional organizations, the Council of Regions (COR), lead entities and the Salmon Recovery Network.
  • Participates in the development of relationships with partners involved in salmon recovery, including tribal governments, state, local, and federal agencies and neighboring states and provinces.
  • Works with federal agencies to:
  • assure a strong state presence in salmon recovery issues,
  • advocate on behalf of Washington’s approach for recovery,
  • accomplish Washington’s implementation of federal commitments in salmon recovery plans,
  • secure federal funding, and
  • secure permit streamlining.
  • Provides analysis on legislative and congressional bills and, when necessary, testifies on issues of importance to salmon or salmon recovery.
  • Provides information and support to staff and elected officials, at the state and congressional level, on salmon recovery issues and coordinates state tours and annual visits by salmon recovery partners to Washington D.C.
  • Leads high level policy initiatives related to salmon recovery, including the Governor’s Orca Task Force and efforts to update the Governor’s statewide salmon recovery strategy.

Qualifications

What you need:

  • A Bachelor’s or Master’s degree in natural resource management, science, law or similar;
  • 3 years’ experience managing or working in a natural resource management program or related program;
  • 3 years’ experience with the development of public policy or legislative/congressional experience;
  • Experience with salmon recovery and/or the recovery of other species listed under the federal Endangered Species Act;

  • The ability to work cooperatively and collaboratively with executive management, legislators and staff, congressional members and staff and other elected officials;
  • The ability to maintain a clear understanding of the GSRO’s priorities and experience advising agency executives and elected officials on complex policy, legal, and science issues;
  • The demonstrated ability to lead task groups and diverse organizations;
  • The ability to negotiate and secure cooperative agreements from diverse parties ranging from technical specialists, scientists, special interest parties, and elected officials;
  • The demonstrated ability to understand and manage in an environment with complex policy, legal, and scientific issues;
  • The demonstrated ability to effectively present complex policy, legal and scientific information, verbally and in writing, to a wide range of audiences including elected officials, boards, state agencies and stakeholders;
  • Cognitive skills to provide clear analysis of complex information (including statistical and scientific materials); and
  • Vision, strong work ethic, and understanding that financial integrity and excellent customer service are fundamental to the success of RCO, GSRO and Washington State salmon recovery.
