This work makes lasting contributions to the department’s goal to conserve and protect native fish and wildlife and the associated Habitat Program objectives (Habitat exists in sufficient quantity and quality to achieve fish and wildlife conservation, recovery and harvest goals; Habitat ecosystem functions necessary for fish and wildlife survival and recovery are protected and restored; and Habitat connectivity is maintained and restored). Successfully implementing the cooperative agreement with EPA is a central component of the agency’s contribution to Puget Sound recovery.
DutiesThe keys roles of this position include:
- Communicate regularly with the Puget Sound Partnership (PSP), EPA, the Management Conference, other Strategic Initiative policy leads, Local Integrating Organizations (LIOs), tribes, and other managers that are involved in the policy, science, and implementation aspects of Puget Sound recovery across the region.
- Provide leadership for the cross-agency Habitat SIL team. Coordinate team roles, responsibilities, team development, and administrative processes. Facilitate coordination of team strategy, problem solving, and planning.
- Lead the Habitat Strategic Initiative Advisory Team (SIAT), an advisory group comprised of local, state, federal, and tribal representatives. This includes developing meeting agendas, work plans, and charters, facilitating strategic planning and problem solving, promoting analytical and transparent decision-making, and managing team recruitment and retention.
- Develop and communicate defensible funding processes and prioritization strategies with the Habitat SIAT to support priority projects that will lead to the recovery of Puget Sound.
- Provide recommendations to PSP and its partners on the priority barriers, opportunities, and needs in order to recover the Puget Sound. Recommendations should be in alignment with the Action Agenda, Implementation Strategies, and other supporting materials to directly link the Habitat SI with broader recovery goals.
QualificationsQualifications
Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field
AND
At least three years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration, or environmental policy, planning, or program development.
A valid Washington or other State Driver’s License
Must demonstrate experience and strong competence in these skills and abilities:

- Facilitation and Negotiation Skills: This role requires being collaborative, tactful, and sensitive when dealing with people with strongly held opposing viewpoints and when addressing politically sensitive matters. Strong listening skills, curiosity, and creative thinking are necessary for identifying options that address multiple players’ needs and values.

Desired Qualifications and Skills
- A Master’s degree in natural resource or environmental science, natural resources, environmental planning, or public administration/public policy with an environmental emphasis, or a closely related field
- Demonstrated ability to build rapport and partner with local, state, and federal governmental agencies, tribes, and the public regarding issues pertaining to habitat protection and restoration
- Demonstrated ability to apply negotiation and conflict resolution skills, including experience mediating or facilitating environmental conflicts
- Knowledge of natural resource laws, policies, and programs and how these affect and/or enable fish, wildlife, and habitat conservation in Washington State, and the ability to work with them in order to achieve expected results
- Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and potential remedies
- Knowledge of the Puget Sound Action Agenda and Puget Sound recovery goals
- Budget tracking, and management
Supplemental InformationWorking Conditions:
Work Setting, including hazards: Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in government office environments.
Schedule (i.e., hours and days): Standard business hours are Monday – Friday from 8 a.m. to 5 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs. A flexible work schedule will be considered at the incumbent’s request, subject to supervisory approval.
Travel Requirements: Frequent travel is required, and is typically local or regional, to meet with partners, conduct business, or attend training.
Tools and Equipment: Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, copy machine, etc.)
Customer Interactions: Frequent contact (likely daily) with clients, including some contact with those who may be angry, distraught, or frustrated.
