Summary of Duties

The Community Planning and Economic Development Department is seeking a Planning Manager to join our dynamic leadership team.  Under the direction of the Director, the Planning Manager will lead the County’s Long-Range Community Planning Division.

Thurston County Community Planning and Economic Development is a fast-paced work environment dedicated to transparency, consistency, and accountability.

As the Planning Manager for the Community Planning Division you will work closely with County leaders and the department’s leadership team on planning for Thurston County’s future and will provide expertise and guidance on long-range planning issues and initiatives to department leadership, elected and appointed officials, and may serve as the County’s representative on local and statewide issues.

The Community Planning team is responsible for addressing the County’s long-range planning needs which include but not limited to: 

  • Development of the County’s federal Habitat Conservation Plan
  • Development and implementation of the Comprehensive Plan
  • Rural Water Availability Planning
  • Conservation Futures and Open Space Planning
  • Joint Planning with the Cities in Thurston County
  • Shoreline Planning

Essential Functions include but are not limited to:
Develops, coordinates and monitors work programs and policy documents for several functional planning areas within Community Planning & Economic Development (CPED). Administers and maintains agreements and contacts with public agencies, funding agencies, and private organizations.

Communicates and interacts with executives and administrators of other organizations at the request and on behalf of the department director, the County Manager and the Board of County Commissioners as assigned.

Provides immediate oversight, supervision, decision-making, evaluation and training for assigned staff and interns relating to the review of all land use and environmental aspects of the full range of development proposals, and in analyzing public policy issues.

Responds to public inquiries with information on the planning process and public policy.

Advises appointed and elected officials on public policy issues, planning procedures, comprehensive and special plans, as well as regulatory ordinances.

Prepares and presents reports to hearing bodies, committees, community groups, and private organizations to explain the impact of planning and development on the community.

Participates in intergovernmental committees at the request and on the behalf of the Director to analyze, evaluate, and resolve public policy issues.

Oversees and establishes methodologies for data collection, analysis, and complex studies related to land use, transportation, community development, environmental impacts, or historic preservation.

Coordinates data collection and processing across multiple functional areas to facilitate a consistent and comprehensive information system.

Oversees and coordinates investigation, analysis, and preparation of documents for public policy issues, planning, environmental review, and community development.

Scopes and reviews the technical work of consultants, contracting agencies, and other organizations as appropriate.

Qualifications

  • Bachelor’s degree in urban or regional planning, environmental studies, public administration or a related field. Master’s degree preferred.
  • Six years of experience within a planning organization with emphasis on review of complex development proposals, urban or regional plans, comprehensive plans, environmental review or other facet of community development, at least two years of which are in a supervisory capacity.
  • Ability to operate a personal computer with applicable software to successfully perform essential job functions of the position.
  • Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
