General Statement of Duties/Supervision
Supervision: Receives general direction and spot check supervision by superior. Supervision of employees in lower classifications may be required.
Distinguishing Characteristics: Duties are performed under the direct supervision of the Water Resources Program Manager. Supervision is not normally a requirement of the classification.
Essential Job Duties
- Develops, implements and promotes water resources programs;
- Inspection, compliance and record keeping;
- Emergency response, code enforcement, nuisance abatement and record keeping;
- Perform planning and policy development in support of water resources programs;
- Coordinate with local jurisdictions to implement regional water resource programs;
- Coordinate with internal staff to ensure permit compliance
- Assist with utility compliance under state and federal laws;
- Coordinate, conduct and document field activities, including inspection of public and private facilities;
- Write proposals, project reports, informational brochures, and other documents related to water resource subjects;
- Provide technical expertise internally and externally for water resource programs, including serving as a liaison to other departments to perform project reviews, coordinate field inspections, and provide guidance in the interpretation and application of local, state and federal regulations;
- Respond to public requests and concerns for stormwater-related issues, and provide technical assistance for management and maintenance of public stormwater facilities;
- Provide support for city-managed lake management district(s) and capitol facility projects;
- Assists in the coordination of public education and outreach related to stormwater;
- Coordinate mapping of water resources infrastructure with City’s GIS Coordinator;
- Perform other job-related duties as assigned.
Selection Criteria
Abilities: Ability to prepare samples and evaluate water quality results; manage and manipulate databases; understand plot plans, plats, specifications, site maps, aerial photos, and topographical maps; establish and maintain effective working relationships with co-workers and the public; follow oral and written instructions; communicate clearly and effectively orally and in writing, read and interpret regulations and city codes, work in an open office space, use tact and diplomacy under stressful situations associated with enforcement of the City’s NPDES Permit.
Minimum Qualifications: Bachelor’s degree (preferred) with an emphasis in environmental, ecological or watershed science, engineering or related fields, or any equivalent combination of experience and training and three years of relevant experience in stormwater, wastewater, drinking water or a related field.
Special Requirements: Possession of a valid Washington State Driver’s License is required.
Certified Sediment Erosion Control Lead or ability to obtain within 6 months of hire.
