This position works in Environmental Section of the Construction and Facilities Management Office (CFMO) and reports to the Environmental Programs Supervisor.  The incumbent of this position serves as a senior environmental section specialist with the focus on administration of hazardous materials and hazardous waste management and serves as one of the lead staff who provide technical guidance to junior staff in the implementation of other environment program areas/projects.

 Duties:
Responsible for managing the hazardous materials and hazardous waste management program area.

  • Characterization/profiling of hazardous and non-hazardous wastes in facilities, ensuring proper labeling, preparing, and entering information in designated databases of such wastes, and coordinating for disposal / pick-up by contractors.
  • Serve as subject matter senior specialist in hazardous materials/wastes management.
  • Responds to and investigates complex or highly technical complaints/violations.

Ensures agency compliance with local, state and federal environmental regulations.

  • Serves as the primary Spill Coordinator.
  • Promote environmental regulatory compliance throughout the organization

Visit facilities/locations to conduct environmental compliance inspections, assessments, and provide unit technical and training support.

  • Responsible to make and/or assist in environmental property condition site evaluations and provide recommendations for appropriate action.
  • Perform and/or assist in spill response or release remediation.

Support the procurement, direction and evaluation of contracted services employed by the CFMO and Environmental section to advance the environmental work of the Agency. 

  • Prepare project contracting documents such as request for proposals, coordinating with contracting office in developing scopes of work and other contracting documents.

Work collaboratively in a mentoring or coordinating relationship with other members of the Environmental Programs team to achieve objectives put forward by the Environmental Programs Supervisor. 

 Qualifications:
REQUIRED

Two years of experience as an Environmental Specialist 3;

OR

A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or related field AND five years of professional level experience in environmental analysis/control, environmental planning, and/or hazardous wastes / materials management.

AND (In addition to the experience listed above):

  • Two years of professional experience in Hazardous Wastes Management or closely related field.

This experience may be gained concurrently with the experience listed above. 

Additional professional level experience in the above field(s) will substitute, year-for-year for the education requirement.  A Master’s degree in one of the above fields will substitute for two years of the experience requirement.  A Ph.D in one of the above fields will substitute for three years of the experience requirement.  

DESIRED

Certification:

  • Resource Conversation and Recovery Act (RCRA) Hazardous Waste Certification.
  • DOT Hazardous Materials Transportation Certification.

Knowledge of:

  • Applicable laws and requirements for environmental program issues.

Experience:

  • Performing complex environmental compliance audits/investigations and conducting environmental surveys/assessments; reviewing, monitoring and/or issuing environmental permits.

Skills & Abilities to:

  • Perform and act as subject matter expert on dangerous/hazardous wastes/materials, spill response and reporting, and contract administration, general environmental management, working to support the environmental conformance objectives of the agency mission.
  • Provide assistance to the Sustainability and Stormwater programs staff in performing Pollution Prevention/Compliance projects related to hazardous wastes/materials and stormwater management, and in conducting Environmental Performance Assessment System (EPAS) and facility/site inspections and developing/implementing corrective actions.
  • Analyze, interpret, understand, and communicate complex concepts and technical information related to environmental operations, programs, and policy development to fully support and participate in field work, conduct investigations, and review permitting issues to ensure compliance, facilitate resolution, and provide input and/or recommendations.
 Supplemental Information:
Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems.  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Union Shop Provision: This position is covered by a union shop provision – Washington Federation of State Employees.

Driver’s License: If selected for the position, must maintain and/or obtain a valid State of Washington driver’s license prior to the date hired and be qualified to drive a state vehicle as required to accomplish program requirements.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Work Hours: The standard workweek will be Tuesday through Friday with Mondays off for a 4/10 hour schedule.  The actual work hours will be established between the employee and immediate supervisor and will start no earlier than 6:00am and end no later than 6:00pm.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Regular travel required – up to 20% to include overnight stays.
