The Solid Waste Management (SWM) program is looking to fill a Recycling Development Coordinator (Environmental Planner 5) position. This position will be located in our Headquarters building in Lacey, WA.

The Recycling Development Coordinator position will lead a high level policy team to conduct research regarding technologies and markets for recyclable commodities and to work on recruiting recycling businesses to the Northwest. The initial focus of this work will be on materials that have been most impacted by the collapse of the domestic market for recyclable materials. The goal is to create recycling markets in Washington State, reduce reliance on foreign markets, and enhance implementation of Washington’s solid and hazardous waste plan creating a circular economy and reducing the impacts of solid waste on climate and the environment.

We are looking for someone with strong project management skills, who likes to manage a process, embrace a range of technical and administrative issues, and work with people. This position requires attention to detail and the ability to work cooperatively with Ecology staff and external stakeholders.  If you like to manage a process with all of its varying aspects, highly engaged national stakeholders, then this could be the position for you.

Duties

The mission of the Solid Waste Management (SWM) program is to reduce waste through prevention and reuse, keep toxics out of the environment, and safely manage what remains.
This unit supervisor position, under guidance from the Program Manager and inter-agency coordination with Department of Commerce, is designated as the principal planning consultant responsible for conducting research regarding technologies and markets for recyclable commodities, with initial focus on those that have been most impacted by market shutdowns.

Some of the key work activities of the Recycling Development Coordinator position are:

Strategic planning consultant assigned to create and manage a recycling development center and on-going oversight of a policy advisory board.

  • Develops and maintains a Recycling Development Center housed within the department of Ecology.
  • Prepares an annual work plan with goals and outcome measures, budget and resource needs, and report to the legislature on outcomes and accomplishments.
  • Identifies technologies for recyclable commodities, starting with those most impacted by market shutdowns, looks for innovative recycling opportunities, work with the Department of Commerce to identify recycling markets, provide business technical assistance.

Coordinates Inter-agency efforts with Department of Commerce.

  • Develops and maintains an interagency agreement with the Department of Commerce to assist in identification of recycling markets, to evaluate incentives, and to provide technical assistance to recycling companies to help locate in Washington State.
  • Prepares and executes necessary financial contracts to implement the Interagency Agreement with Dept. of Commerce.

Manages recycling development center Advisory Board.

  • Organizes, populates and oversees the recycling development center’s Advisory Board.
  • Ensures positions outlined in the enabling legislation are filled accurately, makes changes and adjustments as needed.
  • Provides support and guidance to the Advisory Board, prepares information and facilitates meetings, disseminates information as required both to and from the Board, provides feedback as necessary to the Advisory Board and to interested stakeholders.

Provide policy and legislative interpretation and proposals.

  • Provides policy recommendations to Ecology and the Department of Commerce regarding recycling opportunities and markets for Washington State.
  • Prepares and vets any necessary legislative proposals, prepare and writes legislation as necessary, testifies at hearings, responds to legislative inquiries.

Qualifications

Required Qualifications:

A Bachelor’s degree or above with major emphasis in land use, urban, regional, environmental planning, landscape architecture, geography, land use or environmental law, pubic administration with an environmental emphasis, environmental science, or closely allied field.

AND

Seven (7) years of professional experience in land use, urban, regional, environmental, or natural resource planning, environmental regulation, and/or program development.

OR

A Master’s degree or above with major emphasis in land use, urban, regional, environmental planning, landscape architecture, geography, land use or environmental law, pubic administration with an environmental emphasis, environmental science, or closely allied field.

AND

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, environmental regulation, and/or program development.

OR

One year of experience as an Environmental Planner 4, provided a Master’s degree in a field listed above has been attained.

Desired Qualifications:

  • Experience in solid and hazardous waste regulation and planning desired.
  • Knowledge of Washington’s solid waste infrastructure.
  • Experience working with private sector companies and the legislature.
  • Expertise in recycling and materials management, trends in recycling markets, economics, business administration, and public administration.
  • Strong project management skills.
