The Opportunity

As a member of the Local Program Operations Unit, the Local Program Consultant helps assure that quality nutrition services are provided to eligible participants according to program requirements. The purpose of this position is to provide professional level consultation and assistance to local WIC contractors on quality service delivery, outreach, budgets, and program development and evaluation. This position also participates in state level WIC outreach work and may be a liaison to the vendor management team.

This position supports the Division of Prevention and Community Health and DOH by collaborating with partners to enhance the health of individuals, families, and communities. We work to prevent disease and promote a healthy start, healthy choices, and access to services. The Office of Nutrition Services works to improve the life-long nutrition and health of low-income individuals and families through nutrition and active living education, breastfeeding promotion and support, and access to healthy foods. This Health Services Consultant 3 position ties directly into the DOH mission through its work with our most vulnerable populations, those eligible for the Washington State Women, Infants and Children (WIC) Nutrition Program, by providing support and professional consultation to local WIC contractors as they promote and support healthy nutrition and active lifestyles.

This is a full-time, permanent Health Services Consultant 3 (HSC 3) position.

What will you be doing? – Duties include:

  • Provide professional health consultation and contract management to WIC local agencies.
  • Utilize state WIC policy and procedures and best practice recommendations to provide professional consultation and training through a variety of mechanisms, including face to face, telephone, webinars, written, or other forms of communication to local staff.
  • Gather, analyze and provide local program evaluation about local agencies’ WIC service delivery model.
  • Review monthly and create quarterly caseload reports and work with Local Program Consultant Team to determine status of agencies’ caseload.
  • Participate in internal, state and regional meetings or trainings with state staff, contractors, other DOH staff and/or stakeholders to ensure consistent implementation of program policies as funding allows and as assigned.
  • Participate in planning and implementing new WIC software.

What we’re looking for

The ideal candidate is a team player who is knowledgeable and passionate about leading WIC services, is comfortable with ambiguity, is flexible and humble, and has an understanding of how their words and actions affect others.

Required Qualifications

  • Option 1:  Bachelor’s degree or higher in Nutrition Science or Dietetics; AND Two (2) or more years of experience managing or consulting for WIC at the local or state level.

OR 

  • Option 2:  Two (2) or more years of experience managing or consulting for USDA Nutrition Programs at the state or federal level.

Desired Qualifications

  • Registered Dietitian.
  • Master’s Degree or higher in Nutrition Science or Nutrition Administration.

  • Legally operate a state or privately owned vehicle or provide alternative transportation while on state business.
  • Interact daily with office-level managers and staff and frequently with other state, federal, and national stakeholder organizations.
  • Move objects and materials weighing up to 25 pounds.
  • Participate in emergency response activities and when the Agency Coordination Center is activated.

This is a position covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
