The Opportunity

The Washington State Department of Health works to protect and improve the health of all people in Washington. The Division of Environmental Public Health, Office of the Assistant Secretary supports this mission by working with local governments and state and federal agencies on public health matters for drinking water facilities, food safety, shellfish protection, radiation safety, wastewater management, pesticide exposures, vector-borne diseases, general environmental public health and safety, and health risk assessments.

Working within the Office of the Assistant Secretary as an Environmental Planner 4, you will provide consultation and analytical evaluations of new and existing policy initiatives for the Division of Environmental Public Health (EPH). You will also provide technical policy and economic analysis for developing complex regulatory and politically sensitive regulations for offices within EPH and rules under the rulemaking authority of the State Board of Health.

This position coordinates the development of rules and provides analytical assessments to determine the effectiveness of proposed rules to protect public health and safety. In addition, this position utilizes policy development methods to ensure rules are consistent with the Administrative Procedures Act, other applicable state and federal laws and ensures consistency with DOH and program objectives.

What will you be doing? – Duties include:
Work with internal staff to inform policy decisions, and collaborate with external stakeholders which include state agencies, federal agencies, and local governments to develop new and amend existing environmental public health regulations.
Develop rule project timelines in consultation with external stakeholders based on division, agency, and Administrative Procedures Act requirements to facilitate meeting timeline goals and objectives.
Use data-driven decision-making principles to analyze appropriate policy and regulatory options.
Assist program staff and consults with agency economist in developing required economic cost/benefit analysis.
Analyze the cost impacts of new and amended rules affecting external stakeholders to create the least burdensome regulations.
In consultation with program staff and agency economist, develop economic data through surveying external stakeholders, existing data, and peer-reviewed literature research.
Evaluate rule development analyses and official rulemaking packages for Code Reviser filings to ensure compliance with agency processes and procedures and the Administrative Procedures Act.
Provide mentoring and training to members of the rule development team and program staff regarding rule processes and analyses.

Required Qualifications

Option 1: Bachelor’s degree in public health, environmental planning, public or business administration or an allied field, AND four (4) years of experience in at least ONE of the following areas:
Professional management or consultative experience in an environmental health or planning program, or a closely allied field.
Experience with rule writing, rule adoption, and implementation.
Experience with legislative processes and analyzing legislation, fiscal impacts, and making recommendations for consideration by a state agency.

OR

Option 2: Six (6) years of experience in rule writing and rulemaking processes and procedures.

Preferred/Desired Qualifications
A Master’s degree in public health, environmental planning, public or business administration or an allied field.
