Scientist – Columbia River and Puget Sound Hatchery Genetic Management Plans Support 

Ocean Associates, Inc. (OAI) is seeking a Scientist to support the National Oceanic and Atmospheric Administration (NOAA) Office in Lacey, Washington or Portland, Oregon. OAI supplies personnel support on contract to government and industry clients for administrative, managerial, and organizational services.

Travel is anticipated.

Start Date: September 13, 2019

Location: Lacey, Washington or Portland, Oregon

Salary and Benefit: This is a full-time position. Salary commensurate with experience. Comprehensive benefits package.

Duties 

Key tasks include, but are not necessarily limited to, the following:

  • Draft sections of ESA documents that evaluate the effects of HGMPs and associated fisheries on ESA-listed species under NMFS jurisdiction.
  • Draft sections of NEPA documents for both Puget Sound and Columbia River HGMPs.
  • Respond to comments on the NEPA documents provided during public comment periods.
  • Address comments received during internal review or by the co-managers on both NEPA and ESA documents.
  • Work with the NMFS staff to draft and complete NEPA and ESA effects evaluation and determination documents for Puget Sound region HGMPs, bundled by watershed or type of hatchery program. HGMP bundles prioritized for NMFS review and contractor work during the contract period include plans for the Puyallup/Nooksack/Deep South Sound/Skagit/Nisqually/East Kitsap/Lake Washington
  • Edit draft versions of NEPA sections prepared by others to prepare them for review within the West Coast Region, the hatchery co-managers, and the general public.

Other Duties  

  • Create weekly progress reports to the Project Officer that are comprehensive in outlining progress and status of all tasks and deliverables that are in process.
  • Contribute to writing EA or EIS documents that are organized logically, flow smoothly, are free of errors, are concise, support a central point, and are delivered within the required timeframes.
  • Contribute to writing sections of ESA documents that are organized logically, flow smoothly, are free of errors, are concise, support a central point, and are delivered within the required timeframes.
  • Contribute to revising versions of NEPA and ESA documents that address internal, co-manager, and the general public concern in a timely manner. In addition, a “response to comments” may need to be prepared based on comments received on the draft NEPA document.

Required Minimum Knowledge and Experience 

  • Minimum five (5) years of relevant work experience and a minimum of a MA or MS in the biological sciences, or a minimum ten (10) years of relevant work experience and a minimum of a BA or BS in the biological sciences are required.

Additional required qualifications include:    

  • Experience drafting Environmental Assessments and Environmental Impact Statements consistent with NEPA or drafting Biological Opinions consistent with the ESA
  • Three (3) years of work experience with salmon and steelhead hatchery programs and assessing their effects on natural-origin fish populations
