The Spill Prevention, Preparedness, and Response  (SPPR) program within the Department of Ecology is looking to fill an SPPR Program Modeling and Analysis Scientist (Natural Resource Scientist 3) position. This position will be located in our Headquarters in Lacey, WA.

The SPPR Program Modeling and Analysis Scientist position will be part of a first of its kind team at Ecology responsible for qualitative and quantitative analysis of risks related to the transportation of oil by vessel, rail, and pipeline.

This is an exciting opportunity with the Spills Program. Ecology is building a highly collaborative modeling and analysis team to perform new scientific research. The successful applicant will get to work with Ecology experts, and will interact with Program leadership, the maritime community, tribes, environmental organizations, government agencies, and the public. This will be a new team that will need to quickly coalesce into a highly effective group.

Duties

The Spills Program’s mission is to protect Washington’s environment, public health and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program’s vision is to prevent, prepare for, and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goal is “zero spills”.

The SPPR Program Modeling and Analysis Scientist position is the program’s assistant risk assessment modeler, researcher, and data analyst, providing scientific support for qualitative and quantitative analysis of risks related to the transportation of oil by vessel, rail and pipeline.

Some of the key work activities of the SPPR Program Modeling and Analysis Scientist position include:

  • Works with oil transportation risk assessment researchers and data analyst in support of modeling team’s work to research, design, implement, maintain, and improve models and analytical tools to produce qualitative and quantitative assessments of oil spill risks and potential risk reduction strategies in Washington.
  • Assists in developing advanced algorithms, performing statistical analysis, and building predictive analytics.
  • Participates in team discussions of quantitative analysis and computer modeling.
  • Interprets analysis results.
  • Maintains knowledge of advances in modeling and analysis of oil transportation risks, and the assessment of oil spill fate, effects, and behavior.
  • Assists with presenting research methods and findings through a variety of formats and venues, including internal and external meetings, written reports, peer-reviewed journals, and conference proceedings.

Qualifications
Required Qualifications:

A Bachelor’s degree with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field and four (4) years of professional research work experience in quantitative analysis and modeling.

OR

A Master’s degree with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field and two (2) years of professional research work experience in quantitative analysis and modeling.

OR

A Ph.D. with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field.

In addition to the above, demonstrate:

  • Experience in research and data analysis in developing quantitative models and tools for complex systems.
  • Experience producing written reports and oral presentations of analysis findings and results to inform policy decisions and regulatory processes.

Desired Qualifications:

  • A Master’s degree or higher in with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field.
  • Experience working with maritime transportation data, including Automatic Identification System data, environmental data, and maritime casualty data.
  • Knowledge of oil spill fate and effect analysis, including the behavior of oil in the water column.
  • Experience working collaboratively with tribes and stakeholders, facilitating meetings, and presenting results. Highly skilled in building collaboration while working on issues involving a variety of perspectives and interests.

Special Requirements / Conditions of Employment:

This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 200, 300, 700 and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.

Be able to obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.

Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.

Hold and maintain a valid driver’s license and be able to operate a motor vehicle.
