SummaryKing County Metro Transit is looking for a Green Building Project Manager to lead integration and implementation of green building and sustainable design practices and procedures into Metro Transit’s capital program. The Green Building Project Manager will be responsible for designing and developing guidance for implementing methods to apply and integrate green building policies and practices into Metro Transit’s capital program at the portfolio, program and project level. The project manager will monitor and report compliance with implementation requirements per the King County Green Building Ordinance and King County Strategic Climate Action Plan (Download PDF reader).

The project manager will be responsible for ensuring the capital planning, design and implementation of the Capital Program are supported by training, tools and resources to ensure that Metro Transit’s capital program achieves the highest green building standards per the King County Green Building Ordinance and Strategic Climate Action Plan.

The successful candidate will have a strong commitment and passion for sustainable design and tackling climate change to promote a sustainable built environment; sound capital project management skills; green building technical expertise; the ability to communicate effectively; work effectively on project teams and create consensus and build buy-in from multiple stakeholders. The Green Building Project Manager will need to leverage and prioritize efforts across multiple projects and commitments with minimal supervision. Candidates will need to be detail-oriented and self-motivated. The successful candidate should also have a zeal for capacity building, identifying and capitalizing on the substantial internal expertise at Metro, and catalyzing innovation from both staff and consultants.

The position will be supervised by and work closely with Metro Transit’s Sustainability and Climate Program Manager. The project manager will collaborate closely with the Equity and Social Justice (ESJ) Capital team and the Energy Conservation Manager at Metro. The position will collaborate closely with capital division staff and internal stakeholders in mobility, vehicle maintenance, and facilities divisions. The position will represent Metro and be a part of a countywide community of practice in the King County Green Building Team.

Job DutiesApplying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. You will also:

  • Serve as a green building and sustainable design subject matter expert to Metro Transit’s capital program.
  • Develop and integrate green building processes into Metro Transit’s capital planning, design and implementation programs. Develop guidance documents and templates.
  • Provide education, training, and capacity building to Metro Transit capital division staff, consultants, and contractors to enable teams to effectively and efficiently integrate green building and sustainable design.
  • Review capital project charters to confirm applicable Green Building requirements, rating levels and opportunities to advance green building outcomes.
  • Coordinate the ESJ/GBO Review Team, in coordination with the ESJ capital team, that reviews capital project green building prior to the alternatives analysis, baseline and substantial completion milestones.
  • Coordinate with Metro’s Energy Conservation Manager to support efforts to integrate energy efficiency, renewable energy and reduction of fossil fuel emissions in capital projects.
  • Responsible for ensuring the department’s green building database is up to date on project milestone status and reporting compliance.
  • Responsible for coordinating annual green building reporting at the department. level and coordination with County-wide reporting database.
  • Facilitate and coordinate bringing together Metro Transit capital program with external partners and King County resources to further green building outcomes.
  • Represent Metro at the countywide Green Building Team. Coordinate with the King County Green Building Coordinator to confirm requirements and share lessons learned.
  • Support development and implementation of green building goals in the King County 2020 Strategic Climate Action Plan.
  • Assist project teams with successful new green building projects at Metro Transit including two Living Building Challenge projects, expansion of Envision certification of RapidRide corridors, LEED certification of new bus bases in South King County, and Net Zero energy facilities.
  • Support Metro’s Sustainability program management and other duties as assigned.

Experience, Qualifications, Knowledge, SkillsMinimum Qualifications

  • Bachelor’s degree in architecture, engineering, construction management, planning, environmental science/studies, public administration, or business administration, plus work experience in a similar fields OR an equivalent combination of education and/or experience that demonstrates the ability to perform the job duties.
  • Experience in green building and sustainable design.
  • Knowledge of capital improvement planning, design and construction processes and experience working on capital improvement projects and/or programs.
  • Knowledge of and experience with project management processes.
  • Knowledge of and experience working with third party sustainability rating systems and other sustainable development and green building frameworks, such as LEED, Envisions and the Living Building Challenge.
  • Strong interpersonal skills, flexibility and adaptability.
  • Self-driven to independently identify problems and develop strategies that respect and consider competing priorities.
  • Experience managing and reviewing large amounts of data and information in a database.
  • Experience developing guidance documents and training materials.
  • Demonstrated strong oral and written communication skills, ability to prepare clear, concise written materials and briefings.
  • Demonstrated knowledge and commitment to sustainability and equity and social justice.
  • Knowledge of project management techniques and principles.
  • Proficiency in Microsoft Office programs – Word, PowerPoint, Outlook, Excel, SharePoint.

Desired Qualifications

  • Experience with planning, design, review, construction and/or implementation of a capital project that has been certified by a third-party rating system (e.g. LEED, Envision or Living Building Challenge).
  • Professional green building accreditations, such as Envision Sustainability Professional (ENV SP) and LEED Accredited Professional (LEED AP).
  • Project management certification (PMI).
  • Experience working with or supporting large organizations and governmental agencies.

Work Schedule
This position is Exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
