The Seattle Department of Transportation (SDOT) is a nationally recognized municipal transportation agency at the leading edge of multi-modal transportation.  In our quickly growing city, accessibility, safety, affordability, and reliability – are top of mind for us every day! SDOT’s core responsibilities include maintenance and operations of the city’s transportation right-of-way, the expansion of the city’s bicycle and pedestrian network, care of over 240 bridges, permitting use of public spaces and enhancing access to the regional transit system. With approximately 950 dedicated staff, SDOT maintains an operational presence 24 hours a day, 7 days a week, in all weather conditions to serve and ensure Seattle’s public mobility.

Position Overview:
The Street Use Division of SDOT provides permitting for uses of the public right-of-way and is committed to delivering a high quality transportation system for Seattle. The Public Space Management (PSM) Program works within the Street Use Division to promote and regulate a vibrant, safe, accessible, and attractive shared right-of-way. In alignment with the City’s Race and Social Justice Initiative, we believe transportation must meet the needs of communities of color and those of all incomes, abilities, and ages. Our goal is to partner with our communities to build a racially equitable and socially just transportation system.

The PSM Program is seeking a creative and outgoing problem-solving Program Coordinator who is ready to work across diverse communities to increase access and participation in public space. Duties focus on emerging right-of-way activation programs, and policy questions related to use and permitting of the right-of-way, including developing goals, objectives, and program functions, as well as creating and implementing equitable outreach and engagement strategies. The successful candidate will demonstrate a high level of initiative, strong communication skills and understanding of race and social justice. The Program Coordinator will report to the Program Development Supervisor.

Job Responsibilities

  • Work effectively in a fast-paced and collaborative environment to implement the mission of the Public Space Management Program through a Racial Equity lens.
  • Implement policies and initiatives that promote activation of the right-of-way, support community projects, and develop business opportunities;
  • Provide a high level of customer service to business owners, community groups, design professionals, and other internal and external stakeholders;
  • Act as a liaison with diverse communities through public involvement and community outreach process including presentations, workshops and public forums;
  • Coach and advise applicants on permit processes and requirements;
  • Coordinate and facilitate new permit requirements and reviews among SDOT and other City staff;
  • Work closely with and support City reviewers and inspectors to implement new permit applications;
  • Perform research and interpret state laws, the Seattle Municipal Code, City ordinances and resolutions, the Right-of-Way Improvements Manual, and City of Seattle Standard Plans and Specifications for program development;
  • Coordinate legislation and document review and routing with SDOT, stakeholders, and the Law Department;
  • Prepare legislation for presentation to Council;
  • Draft administrative Director’s Rules and Client Assistance Memos;
  • Prepare correspondence relating to complaints, requests for information, and City policies, procedures, rules, regulations, and requirements.

QualificationsMinimum Qualifications:

  • Requires two (2) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development work;
  • A bachelor’s degree in planning, urban design, environmental studies, public administration, or related field;
  • OR a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.

Additional Desired Qualifications:

  • Experience implementing policy and program initiatives, including preparing legislation and communications;
  • Experience in customer service and community outreach, specifically with diverse communities;
  • Proficiency with Microsoft Office Suite (including Excel, Access, and PowerPoint), Adobe InDesign, GIS/mapping software;
  • Demonstrated meeting management skills, including the ability to mediate and facilitate issues/concerns in various environments;
  • Demonstrated ability to read, interpret, and articulate applicable ordinances, municipal codes, plans and specifications, and street improvement manuals;
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

Work Environment/Physical Demands:

  • Most work is performed in a normal City work/office environment, although occasional offsite meetings and site visits may be required;
  • May require overnight travel, and working nights and weekends to attend public meetings/community events.
