The Solid Waste Management (SWM) program is looking to fill a Lead Local Government Planner (Environmental Planner 4) position. This position will be located in our Headquarters building in Lacey, WA.The Lead Local Government Planner position is responsible for developing statewide guidance documents and policy options for local comprehensive solid waste management planning. The position also provides leadership to Ecology planners statewide, leads stakeholder groups, and manages processes and provides program expertise and consultation internally and externally on regulations.

Duties

Agency Mission:  Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

The mission of the Solid Waste Management (SWM) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

Some of the key work activities of the Lead Local Government Planner are:Statewide coordination of local solid waste planning and programming:

  • Develops and interprets rules, develops statewide guidance documents and policy options including developing the statewide Contamination Reduction and Outreach Plan (CROP).
  • Provides leadership to Ecology solid waste planners statewide, assists regional planners in reviewing local solid waste plans, leads stakeholder groups, and manages processes.
  • Responds to highly complex and or politically sensitive inquiries for technical assistance.
  • Coordinates with other Ecology Programs, regional offices, Statewide Program Coordinators, state and federal agencies, and with local health departments, consultants, elected officials, grant recipients, and others to develop, implement, and maintain effective local solid waste management plans.
  • Assures consistency with statewide planning goals and directives, and brings local government interests, concerns and perspectives to statewide issue discussions and processes.
  • Updates local planning guidance, and leads process to update local hazardous waste plans.

Planners Job Alike Group (JAG) and Materials Management JAG participation:

  • Leads the SWM Planners JAG meetings, prepares agendas and facilitates meetings.
  • Represents the planners on the MM JAG to facilitate collaborative partnerships between local governments, state and federal agencies, the public, etc. to enhance, create, and implement solid waste reduction, reuse, and recycling programs.
  • Promotes other sustainable materials management practices consistent with the State Solid and Hazardous Waste Plan.

Qualifications
Required Qualifications:
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND

Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR 

A Bachelor’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

OR

One year of experience as an Environmental Planner 3, provided a degree as described above has been obtained.

Desired Qualifications:

Experience and/or academic training in solid waste management, waste reduction, reuse and recycling and/or sustainable resource management practices. Ability to track innovations in relevant technology, and current trends and research in waste management, reduction, reuse and recycling, and other sustainable resource management practices.
