The Washington State Department of Natural Resources is looking for an individual to fill the Blue Mountains Wildfire and Forest Health District Manager position.

The Blue Mountains Wildfire and Forest Health District Manager is responsible for 2 teams: One that functions in Wildfire Operations, and the other that focuses on the WA DNR’s Landowner Assistance Program. Between these two teams, there are 6 permanent employees, and up to 14 seasonal wildland firefighters. Both teams value the health of Washington’s lands, and both teams work with local communities to create healthier forests and fire adaptable communities. These teams have different strategies of doing this. This position is responsible for 2200 acres of fuels reduction and forest health treatments on small forest landowner parcels per biennium within the assigned district. The Landowner Assistance Foresters provide technical assistance to landowners in areas forest health, wildfire preparedness, and fuel reduction, and wildfire prevention. The Blue Mountains Fire unit is responsible for community fire prevention events, burning regulation, and act as first responders to wildfire incidents.

This District Manager must be able to create a sense of cohesion, and create a culture where both teams recognize and rely on the strengths of each other. This manager needs to be able to not only supervise, but act as a leader and mentor to their district. The individual to fill this role needs to be a quick learner, and able to delegate operational pieces downward, so that they may focus on programmatic schematics, policy analysis, and interagency partnerships.

What we will trust you with:

  • Managing and leading two programs that include 6 permanent employees and up to 14 seasonal staff.
  • Administering landowner cost share programs within agency policy and federal regulations.
  • Ensuring adequate response to wildland fires on DNR jurisdiction in the geographic district.
  • Ensuring cooperative relationships and documented agreements are in place with all cooperating agencies in the district.
  • Ensuring agency and assigned district goals are shared with cooperators, landowners and the public.
  • Ensuring landowner cost share awards are distributed per agency, state, and federal requirements.
  • Ensuring interagency cooperation in wildland fire prevention and response efforts.
  • Ensuring required training for employees and contractors is scheduled and completed within the district.
  • Reviewing fire investigations and making cost recovery recommendations.
  • Recommending industrial fire and outdoor burning restrictions to the Assistant and Region Manager.
Who are we looking for?

The right candidate has:

  • IS 100, IS 700, IS 800 certified
  • Experience researching and interpreting complex laws, policies, and agreement questions from staff and external customers
  • Experience managing multiple expectations/projects and assigned staff work
  • Knowledge of tree identification and common Pacific Northwest forest insects and disease
  • 2 years supervisory experience
  • Experience identifying, analyzing and acting on trends and opportunities that align with organization mission
  • Experience developing and implementing solutions and strategies to complex business obstacles
  • Excellent time management and organizational skills.
  • Experience managing budgets.
  • Experience thinking strategically of long term and short term solutions.
  • Experience communicating complex and at times convoluted information to a variety of audiences, including but not limited to: subordinates, peers, cooperators, executive management and the public.
  • Experience managing and mentoring teams in remote and high risk environments.
  • Experience adapting to change and experience implementing change in a multi-team environment.
  • Experience mentoring and cross-training employees.
  • Experience implementing succession planning successfully.
  • Experience supervising and leading diverse teams.
  • Basic knowledge of the agency’s Wildfire and Forest Health programs.
  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desirable Qualifications:
  • ICS 300 and ICS 400
  • 2 years second line supervisory experience.
  • 2 years project management experience.
  • Bachelor’s Degree or higher in Natural Resource Management, Forestry, Fire Ecology, Business Administration or closely related discipline.
