Environmental Planner 2

Under the supervision of the Chehalis Basin Strategy Manager, we are looking to fill our Environmental Planner 2 position, which serves as a mid-level planning consultant for the Chehalis Basin Aquatic Species Restoration Plan (ASRP).

This position is in our Headquarters Office in Olympia, WA. Olympia is the Capital of our beautiful evergreen state and is strategically located along interstate 5 at the gateway to the Olympic Peninsula and more. This work makes lasting contributions to the department’s goal to conserve and protect native fish and wildlife and the associated Habitat Program objectives (Habitat exists in sufficient quantity and quality to achieve fish and wildlife conservation, recovery and harvest goals; Habitat ecosystem functions necessary for fish and wildlife survival and recovery are protected and restored; and Habitat connectivity is maintained and restored).

  • Serve as program coordinator for the Aquatic Species Restoration Plan (ASRP) committee and team meetings and requests including preparation and dissemination of materials and notes
  • Collaborate and engage with current and future partners to implement and garner support for restoration efforts within the basin
  • Manage cultural resource needs for WDFW sponsored restoration projects and serve as a resource for other restoration project sponsors
  • Coordinate the work of WDFW Chehalis Basin team to ensure successful implementation of restoration projects, including tracking project timelines, informing on the status project tasks, and integrating direction and input from the ASRP Managers

 

 

Duties

As Coordinator for the Chehalis Basin Aquatic Species Restoration Plan (ASRP), some of the key goals of this position are:
  • Support planning and management needs for the ASRP and basin-wide restoration projects by coordinating, attending, and preparing materials for meetings, presentations, and field trips for internal and external use.
  • Assist with contract management and requests for proposals in close coordination with the Office of Chehalis Basin and the Recreation and Conservation Office to support timely distribution of funding, contract amendments, and maintenance of project timelines.
  • Coordinate cultural resource reviews and consultation requirements to ensure compliance with Governor’s Executive Order 05-05 and maintain consistency across reach-scale restoration projects.
  • Engage with landowners, conservation districts, project sponsors,tribal representatives,and internal and external implementation partners about ASRP restoration projects and objectives. Ensure restoration project communications and implementation activities are aligned with the goals of the ASRP.
Some of the Primary Duties associated with this position will include: 

  • Provide ASRP Planning Support: by developing projects and materials to support ASRP restoration projects.
  • Coordinate the work of WDFW Chehalis Basin team to ensure successful implementation of restoration projects, including tracking project timelines, informing on the status project tasks, and integrating direction and input from the ASRP Managers.
  • Effectively communicate with ASRP Managers, Steering Committee members, and Science and Review Team members.

QualificationsRequired Qualifications:

  • Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
  • Two (2) years of professional experience in land use, urban, regional, environmental or natural resource planning and/or program development.
  • Ability to accept responsibility for, and coordinate program activities; review and interpret agency and relevant policies; develop work plans; think conceptually, observe and interpret trends; conduct research and analyze data; identify key relationships and maintain effective working relationships with governmental officials; and address large groups and write effectively.
  • Knowledge of natural resource management and planning principles, environmental laws, policies and programs concerning state resource development; governmental administrative structure at local, tribal, state, and federal levels; environmental, social and other problems affecting development of federal, tribal and state natural resource management programs; methods and objectives of natural resources planning.
  • Knowledge of fish and wildlife biology, habitat science, and ecology that enables anticipation of fish, wildlife, and habitat needs.
  • Coordinate and lead small groups, creating a cooperative and productive environment in which to resolve problems or develop and implement plans and other work assignments.
  • Effective project management skills, including: time management, budget development, ability to synthesize technical and policy information into recommendations; and ability to listen and draw logical conclusions.

Effectively conveys ideas and information using spoken language and written language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience/reader.

Preferred/Desired Qualifications:

  • Master’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, energy policy, landscape architecture, geography,or environmental law, public administration with an environmental emphasis, or closely related field.
  • Experience applying knowledge of fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies.
  • Effectively organizes multiple assignments to produce work products that are accurate, thorough, and on time. Logically integrates various ideas, intentions, and information to form effective goals, objectives, timelines, action plans, and solutions.
  • Knowledge of development laws and guidelines (including federal and state laws), policies, and programs and how these affect and/or enable fish, wildlife, and habitat conservation in Washington State.
  • Experience working with or for project proponents or project permitting entities to successfully develop and/or implement project conditions to protect natural resources and mitigate for impacts.
  • Writing – Writes 5-10 page summaries for general, non-technical audience.
  • Ability to take interest in and understand others’ perspectives; easily recognize when others have important information, perspectives, or ideas; demonstrate appropriate assertiveness; and be committed to the service of the public, mission and team.

Supplemental Information.Working Conditions:

  • Generally 8 a.m. – 5 p.m. Monday – Friday with some evening and weekend work possible.  Some opportunities for alternative work schedules may exist.
  • 30-40%, about 5-8 days a month, requires travel to meetings, site visits, and workshops and forums throughout the west side.
  • Responsible for interacting with a variety of stakeholder groups, tribes and members of the public. Excellent personal interaction and diplomatic skills.
