The Natural Resource Governance Institute (NRGI) seeks to hire an experienced evaluator/evaluation consultant for a short-term assignment to prepare internal evaluation guidelines and a framework for baseline data for future evaluations of NRGI’s programming. The consultant will not be executing any evaluations, but assisting in building internal capacity on commissioning future organizational and program-specific evaluations.

In 2019, NRGI completed a broad-reaching organizational evaluation of its 2014-2019 Strategy, along with a range of other program-specific (and thereby more focused) evaluations. A key outcome of those experiences was the organization’s need to better plan for future evaluations of the new 2020-2025 Strategy, and avoid being restricted solely to post hoc evaluation methods.
The Natural Resource Governance Institute (NRGI) is seeking an evaluation consultant to provide the foundation for a future independent assessment of NRGI. This preliminary work will be completed between June 2020 and December 2020. The main goal of this assignment is to create and implement the early planning stages of an evaluation of NRGI’s 2020-2025 strategy and its subsidiary programs.
Particularly, the evaluator will develop a methodology and corresponding frameworks for assessment (including baseline data) that can be revisited by future external evaluators and/or utilized by NRGI staff to facilitate an independent evaluation of the 2020-2025 Strategy.
The evaluator will have access to NRGI’s past evaluations, program data, internal findings from the Monitoring, Evaluation and Learning (MEL) team on the organization’s evaluation needs, and opportunities to engage with key staff and external stakeholders The MEL team will also provide findings from MEL research completed within the resource governance field. The consultant will also be required to develop a literature review of best practices in the course of their assignment. Working with targeted input from NRGI’s MEL team, the outcome of the consultancy should be the necessary tools for the organization to evaluate programming using appropriate and modern evaluation approaches.
Compensation and Details of Work
The project can be undertaken during days/hours that suits the consultant’s schedule before the end of September 2020. NRGI has offices in many locations including London and New York City, but the research can be completed remotely. NRGI’s Monitoring, Evaluation and Learning Program Officer will direct the consultant’s work.
NRGI will compensate the successful applicant between $6000 to $13000 USD total, based on the extent of the final terms of reference and timeline. This will be finalized—along with a potential allotment for expenses—in collaboration with selected candidate.
During the course of the consultancy, applicants will be required to submit timesheets with their invoices detailing the activities of each day.
