South Puget Sound Region is actively seeking a Recreation Forester (Natural Resource Specialist 1) for the Black Hills District Recreation Program. The Capitol Forest encompasses approximately 110,000 acres of DNR-managed state trust lands and has 500 miles of open non gated roads, 90 individual campsites, 5 trailheads, 150 miles of trails and 30 recreational events a year. Capitol State Forest is noted to have some of the best cross county trails for mountain biking, equestrian and trail running in the Washington.  Capitol State Forest is a working forest which provide a stream of revenue to public schools and other trust beneficiaries through timber harvest and other forest products.

This position is responsible for Implementation of recreation facility and trail projects which includes drafting permit applications for county government and the Department of Fish & Wildlife, draft’s environmental & building permitting documents, cost estimations, grant applications & reports for recreation facility & trail projects for recreation manager review. The position assists in project implementation, budgeting, and compliance with applicable RCW, WAC, and agency policies and procedures.

This position is also responsible for public engagement regarding timber sales and recreation. This position participates in outreach and education efforts which include: neighborhood contacts regarding trust land management & recreation, volunteer training and compliance, organized event compliance, user group / stakeholder meetings, and volunteer work parties.  Functions of the position are highly visible to the public and acts as a primary point of contact in the field for visitors, user groups, volunteers, campground hosts and neighbors.

What we will trust you with:

  • Supervision, training, instruction, motivation, and leadership of recreation staff members.
  • Supervises and implements the following recreation programs: daily field operations and crew supervision for new trail development with periodic maintenance of recreation infrastructure.
  • Determines business needs and supervises two Equipment Operators, with periodic oversight of a Washington Conservation Corps Crews, correctional crews and volunteers.

  • Demonstrated regard for safety in all aspects of the working environment
  • Demonstrated knowledge of a wide variety of recreation management skills, tools, and methods.
  • Ability communicating effectively in writing and verbally in both small and large group settings is required.
  • Familiarity with the principles and practices of recreation management, and how public involvement fits into the landscape.
  • Highly developed planning, writing, oral communication, and public presentations skills including the ability to present information for grants, community groups and effective public contacts.
  • Fluency in current word processing, spreadsheet, and presentation software.
  • Ability to work on uneven terrain in all weather conditions.
  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desirable Qualifications:

  • Familiarity with Washington State Department of Natural Resources recreation, natural areas and trust land management responsibilities and practices.
  • Prior experience in managing large landscapes with complex levels of recreation and interest.
  • Additional education specializing in recreation or public use.
