The Planning Manager is responsible for leading the Partnership’s initiatives to facilitate the development of the ecosystem recovery plan for Puget Sound, the Action Agenda. The Planning Manager is responsible for developing planning tools and approaches, ensuring effective execution of the program design, and managing the adoption and approval of the Action Agenda. As a member of our Integrated Planning Program, this position informs and helps set direction for agency priorities and strategies.

The Puget Sound Partnership is the state agency leading the region’s collective effort to restore and protect Puget Sound. We bring together hundreds of partners to mobilize partner action around a common agenda, advance Sound investments, and advance priority actions by supporting partners.

Our main office is in a LEED Platinum-certified building on the waterfront in Tacoma within a 15 minute walk of downtown (restaurants, shopping, museums, farmer’s market, etc.). We promote flexibility in work schedules and offer a range of options, including, alternate work schedules, telecommuting 1-2 days per week with supervisor approval. Staff are also issued laptop computers and mobile phones and have access to state vehicles for travel.

About the Planning Team
The Puget Sound Partnership’s Planning Team leads Puget Sound recovery planning initiatives by working closely with the scores of partners that constitute the Puget Sound recovery community. The team is primary responsible for leading the process to write and update the Action Agenda (the Puget Sound Recovery Plan) and Implementation Strategies, assisting to fulfill the responsibilities of the salmon recovery regional organization, and engaging with tribal, state, federal, and local partners.

We are looking for someone with strengths in planning, project management, strategic guidance and vision, systems thinking, leadership, effective communications and facilitation, and providing technical expertise related to ecosystem recovery planning, adaptive management, and Open Standards for the Practice of Conservation.   • Lead the effort to develop, write, and update the Action Agenda (the Puget Sound ecosystem recovery plan);
  • Develop strong collaborative relationships with other Partnership teams and serve on agency policy workgroups and provide guidance to other divisions and the management team on policy-related issues;
  • Engage local partners via the Local Integrating Organization program and the Lead Entity program;
  • Work closely and collaboratively with the EPA in the Partnership’s cooperative relationship with them in the Puget Sound National Estuary Program
  • Support the agency’s role in developing Implementation Strategies, and implementing key planning and policy initiatives;
  • Supervise three professional staff and various programs in fulfillment of agency mission, state statute and the Action Agenda;
  • Represent the agency in external venues., influence the work of partners (state, federal, tribal, local, NGO and business), and solicit input on agency priorities, policies and programs;
  • Work with a diverse range of stakeholders to gather regional participation in development and implementation of planning products;
  • Maintain a communication conduit with respective staff, partners, and stakeholders;
  • Responsible for personnel and budget administration, program leadership, and performance management of assigned team, programs, and contractors;
  • Use external resources and partner commitments to advance respective work priorities;
  • Promote and foster an environment that supports change and innovation;
  • Manage personnel and budget administration; and
  • Identify conflicts and possible resolutions.

Qualifications

Required Experience, Competencies, and Technical Skills:
Education, Experience, and Competencies.

  • Bachelor’s degree in environmental management, natural resources, public policy, planning, public administration or related field;
  • Five years of related professional experience; public sector experience preferred;
  • Three years of supervisory experience;
  • Three years of interdisciplinary program/complex project management;
  • Three years of direct experience in relevant specialty area
  • A work history demonstrating progressive levels of responsibility;
  • Substantive knowledge of the issues in which Puget Sound Partnership is involved;
  • Personal credibility and established professional networks; and
  • Commitment to advancing diversity, equity and inclusion efforts.

Preferred/Desired Education, Experience, and Competencies.

  • A master’s degree in environmental management, natural resources, public policy, planning, public administration or related field;
  • Natural resource and environmental planning and implementation;
  • Experience in a complex, public sector work environment, including science-policy decision making;
  • Program administration including, budget, and grant/contract management, performance management and accountability;
  • Experience working with the Partnership and our partners on Puget Sound recovery efforts;
  • Strategic planning and implementation;
  • Policy development, analysis and implementation;
  • Organizational and independent decision-making reflecting flexibility, common sense and good judgment;
  • Excellent communication skills – oral, written and public speaking; excellent interpersonal skills with a variety of audiences;
  • Skill and experience with analysis and problem-solving of major issues; creative, strategic and innovative thinking; outcome focus;
  • Collaboration and alignment with wide a range of public and private partners, stakeholders, professional networks and boards;
  • Ability to work in a political environment with sensitivity to controversial issues; and
  • Demonstrate commitment to public transparency and accountability.
Conditions of the working environment
