The Information Technology Services Office (ITSO) provides a variety of services to individual users, IT professionals, business managers, and environmental programs. This position is located at our Headquarters in Lacey, WA, supporting our Water Quality (WQ) Program.

The Application Developer (Information Technology Specialist 3) (In-Training) position is responsible for providing application support by independently performing consultation, design, programming, maintenance, quality assurance, trouble-shooting and enhancement activities of complex information systems.

This position supports the agency mission of protecting Washington’s environment by effectively developing, implementing, and maintaining systems that support protection, restoration, and measurement of environmental conditions.

Job duties include, but are not limited to for the Water Quality (WQ) position:

  • As a key member in the Water Quality Program IT Unit, and in support of the lead developers, this Microsoft application developer independently supports, maintains and enhances existing applications within the Watershed Management business area and other water quality applications as assigned. Performs consulting, design, programming, maintenance, quality assurance, technical support and/or trouble-shooting and enhancements.
  • Provides assistance in programming medium to large scale web-server-based database applications and/or systems analysis tasks in the construction of complex applications using the following technology: Microsoft IDE, C# programming language, Team Foundation Server, eXtensible Markup Language (XML), and Microsoft SQL Server including advanced stored procedures and data transformation development using SQL Server.


This position is open until filled, with an initial screening on February 27, 2015. In order to be considered for initial screening, please submit an application on or before February 26, 2015. The agency reserves the right to make an appointment anytime after the initial screening date.

NOTE: This position may be filled as in-training at the Information Technology Specialist 1 or Information Technology Specialist 2 levels as well as at the Information Technology Specialist 3 level.

Required Qualifications

As an IT Specialist 1: (Salary range: $3213.00 – $4214.00)

An Associate’s degree in Computer Science, Information Technology or related field

OR

Completion of a two (2) year accredited vocational training program in information technology or related field.

OR

Two years recent professional experience in computer application development and maintenance.

Experience includes but not limited to analyzing, designing, implementing, maintaining and programming computer software applications.

As an IT Specialist 2: Salary range: $3726.00 – $4888.00)

An Associate’s degree or higher in Computer Science, Information Technology, or related field OR Completion of a two (2) year accredited vocational training program in information technology or related field;

AND

one year recent professional experience in computer application development and maintenance.

OR

Three years recent professional experience in computer application development and maintenance. Experience includes but not limited to analyzing, designing, implementing, maintaining and programming computer software applications.

As an IT Specialist 3: Salary range: $4114.00 – $5395.00)

An Associate’s degree or higher in Computer Science, Information Technology, or related field OR Completion of a two (2) year accredited vocational training program in information technology or related program;

AND

two years recent professional experience in computer application development and maintenance.

OR

A Bachelor’s degree in Information Technology, Computer Science, or related field may substitute for all of the above except one year of the required experience.

OR

Four years recent professional experience in computer application development and maintenance. Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming computer software applications.

Desired Qualifications

A Bachelor of Science degree in Computer Science or related field.
