Our Waste 2 Resources (W2R) Program is looking to hire a Statewide Resources Section Manager (WMS Band 2). The position is located at our Headquarters Building in Lacey, WA.

The Statewide Resources Section Manager position reports directly to the W2R Program Manager. This position is responsible for and non-regulatory elements of solid waste management, waste reduction and recycling, and for assuring protection of public health and the environment, and the preservation of state natural and economic resources. This position ensures that Ecology’s W2R statutes, policies and regulations are developed and implemented in a fair, consistent manner.

Key work activities and responsibilities include, but are not limited to:

• Administration and management of state and delegated federal programs to manage the reduction, recycling, incineration and disposal of solid waste in the state.
• Plans, leads, organizes, and controls the work performed by a diverse Headquarters section.
• Assures appropriate and optimum use of the organization’s resources, and enhances the effectiveness of employees through timely appraisal and professional development opportunities.
• Supports effective communication throughout the organization; and provides public information, education and support to local governments on all aspects of solid waste and biosolids law, waste reduction, recycling, litter control and solid waste disposal.
• Maintains the highest standards of personal/professional and ethical conduct, and supports the state’s goals for a diverse workforce.
• This position directs and coordinates the activities of 20 staff in the Statewide Resources Section of the W2R Program.
• Decision making responsibilities include setting direction for staff working on the State Solid and Hazardous Waste Plan, development and implementation, presenting to external advisory committees, developing rule language, developing statutory language, legislative testimony, bill analyses, developing and coordinating statewide programs and strategies, and implementing statewide programs and technical assistance.
• This position also directs intra-agency teams that implement projects from the State Solid and Hazardous Waste Plan.

Bachelor’s degree in science or related field AND a minimum of 3 years of supervisory experience of a diverse workforce.
Desired Qualifications

Up to 5 years experience in solid waste management, hazardous waste management, toxic cleanup, environmental permitting, legislative analysis and rule interpretation.
