The Toxics Cleanup Program (TCP) is looking to fill a Unit Supervisor (WMS Band 1) position. The position will be located in our Southwest Regional Office (SWRO) in Lacey, WA. This position is classified as Washington Management Service (WMS) Band 1. To learn more about the state’s management classification system, please visit this link. This position currently is the first line supervisor for 9 professional staff (positions) in one of three units in the SWRO of the TCP and is responsible for managing, administering, and directing activities related to the investigation and cleanup of contaminated sites. Provides technical support and oversight to technical staff. This position also acts as a site manager providing regulatory oversight to ensure that cleanup actions comply with the mission of the Department, Program, the MTCA, and other applicable environmental laws, regulations, and policies. This position is critical to the Section’s effort in meeting our Office of Financial Management (OFM) and other performance goals.

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

 

Some of the Key Work Activities for the Unit Supervisor position include:

  • Provides support to and directs staff in managing the Voluntary Cleanup Program (VCP) and formal cleanup sites, performing cleanup report review, and providing technical assistance for VCP formal MTCA sites.
  • Supervises and coordinates the TCP-SWRO VCP to ensure consistent reviews and timely responses for VCP investigation and cleanup reviews.
  • Ensures high degree of client service consistent with agency policies and regulations.
  • Supervises the TCP-SWRO Site Hazard Assessment Grant Coordinator and Initial Investigator.
  • Supervises, provides support to and directs Leaking Underground Storage Tank (LUST) staff and ensures implementation of the section and program LUST Strategic Plan.
  • Leads and assists with hiring and training staff.
  • Manages the investigation and cleanup of contaminated sites for compliance with the MTCA, and other relevant laws and regulations.
  • Serves as the Ecology Representative with governmental agencies and other involved parties.
  • Manages and oversees the Remedial Action Grants with local governments.
  • Manages and oversees contracts and contractors to implement cleanup work or site or environmental investigations.
  • Reviews Remedial Investigation/Feasibility Study Reports, Cleanup Action Plans, Site Health and Safety Plans and soil, groundwater, sediment, lab reports including QA/QC documentation.
  • Applies principles of geology, hydrogeology, environmental chemistry, human toxicology to evaluate actions needed at contaminated sites. Understands the methods of identifying and monitoring pollutants in soil, groundwater, vapor, indoor air, and sediment.
  • Communicates effectively and responsibly verbally and in writing with co-workers, agency staff, property and business owners and external agency staff. Maintains effective working relationships.
  • Mentors and trains staff on technical, policy and regulatory issues.
  • Tracks and evaluates staff performance of work responsibilities and reviews staff work for technical accuracy and consistency with agency regulations, policies, and guidance.

Required Qualifications:

A Bachelor’s degree involving major study in geology, hydrogeology, or related physical science, environmental or natural science, engineering, or closely related field AND five years of professional experience working in an environmental or environmental management field.

 

A graduate degree in one of the above fields will substitute for two years of experience except for the specifically identified experience.

 

This position requires experience conducting investigations and remedial actions at contaminated sites. This position requires knowledge of supervisory and management principals; relevant state and federal environmental laws; federal, state, and local government decision making processes and the political environment they encompass; risk management; communication strategies and procedures; and negotiation strategies.

 

Initial 40-hour hazardous materials training followed by annual 8-hour refresher training.

 

Desired Qualifications:

  • Licensed Geologist, Hydrogeologist, or Engineer in the State of Washington.
  • Stress Tolerance: Effectively handle stressful or adverse situations, make good decisions, work calmly and accurately, and help calm others.
  • Project Management: Lead, plan, implement and manage cleanup projects. Develop project work scope, schedule, budget and priorities. Utilize and coordinate project support functions. Evaluate progress and prepare and present project reports.
  • Direct and supervise project teams and team members engaged in environmental activities. Schedule workloads and assign tasks. Evaluate team member performance.
