The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking to fill a Data & Support Service Unit Supervisor (WMS Band 1) position. This position will be located in our Headquarters Building in Lacey, WA.

The Data and Support Services Unit Supervisor is located within the Statewide Resources Section and is a key member of the Spills Program Leadership Team (SPLT). The SPLT develops policy implementation plans for the Program. The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability, aggressive response to oil and hazardous substance spills through service delivery of legislative and policy support , program and strategic planning, data and IT management, performance reporting, statewide training, investigation, enforcement, outreach and education, file management and time accounting activities.

The mission of the Spill Prevention, Preparedness, and Response (SPPR) program is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program.

Some of the key work activities for the position include:

• This position supervises unit staff in the design, development and implementation of data systems, data entry and electronic and paper record keeping.
• Plans, leads, organizes, and approves the work performed by the Statewide Resources Section in the Data and Support Services Unit.
• Ensures appropriate and optimum use of the unit’s resources in concert with Ecology and the Spills Program missions.
• Cultivates and empowers employees through timely appraisal and professional development opportunities.
• Builds a culture of clear communication and accountability throughout the unit.
• Maintains the highest standards of personal, professional, and ethical conduct and supports the state’s goals for a diverse workforce.
• Guides Equipment Cache Grant process and will have responsibility for grant management when the awards have been made.
• This position requires complex judgment which can significantly affect businesses, state and local governments, Tribes, and the general public.
• Promotes an aggressive education and outreach program to local governments and communities to increase confidence in the readiness of the state.
• The Unit Supervisor must ensure the unit fully supports a rapid, aggressive and well coordinated response to oil and hazardous substance spills, as well as the goal of zero spills to water.
• The Data and Support Services Unit supervisor works with the Communication Outreach Education Specialist, the Statewide Resources Section Manager, and the Program’s Communication Manager to analyze the extent of public understanding of spills activities and initiatives; determine need and type of information and educational programs required; evaluate effectiveness of information/public relations/outreach activities and recommend changes.
• Develops and distributes model plans, guidance documents, prevention bulletins, safety advisory bulletins, instructional videos, technical flyers, newsletters, media releases, policy statements, and other educational materials for stakeholders, affected marine industry constituents and the general public.
• Manages a 24/7 service delivery of information offered on the Program web page.
• Provides 24/7 support for spill incidents by providing web service for our response partners under the area plan – US Coast Guard, EPA, Army Corps and other response stakeholders.
• Analyzes, researches, and makes recommendations to the program on the use of technology to improve processes in spills prevention, preparedness and response.
• Time Accounting, Purchasing and Records Management. Ensures Agency standards and protocols are met and time accounting/purchasing work is accomplished accurately and on time.
• Consults in the development of, and exercise the knowledge and skills required to fill assigned positions within the Incident Management Assist Team (IMAT) and Crisis Management Team.
• Serves as Incident Crisis Manager as assigned.  Manages the Program emergency response Situation Room, including tools, technologies, displays and staffing when incidents occur.
• Manages the unit in establishing internal policies and procedures, providing leadership, and monitoring day-to-day operations.
• Evaluates and counsels staff, sets schedules, conducts staff meetings, and manages a budget of more than $2 million per biennium. Approves training, purchasing, and travel requests.
• Works with Statewide Resources Section Manager and SPPR Program staff to develop, revise, and implement plan review policies and procedures, including appropriate SPPR Program performance measures.
• Provides technical expertise on policies, procedures, and politically sensitive issues. Ensures plans are made available for public review and comment during designated periods.
• Provides information and assistance to the public and to the regulated community on oil transportation, spill prevention, preparedness and response issues.
• Participates on the Spill Program “Incident Management Team” (IMT) in positions designated on the IMT roster during drills and significant events.

A Bachelor’s degree involving a major study in an environmental, physical, or natural science, planning, business administration, education, or closely allied field AND four years of professional experience in environmental planning or management, environmental data management, marine transportation or spill response.

OR

A Master’s degree involving a major study in an environmental, physical, or natural science, planning, business administration, education, or closely allied field, or a law degree AND two years of professional experience in environmental planning or management, environmental data management, marine transportation or spill response.

AND

Demonstrate knowledge and expertise in project management, planning practices, understanding of environmental compliance programs; federal oil spill planning regulations; design, team/small organization leadership.

Desired Qualifications:

• Strong planning skills, two years supervisory experience, and complex project management skills.
• Working knowledge of state government policies and practices, workgroup direction and organization, communication skills, human resource management, and budget management

Special Requirements / Conditions of Employment:

• Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
• Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
• Hold and maintain a valid Washington State driver’s license and be able to operate a motor vehicle.
