Environmental Engineer 3 (with in-training option)
(Fulltime, Permanent)

The Washington Department of Fish and Wildlife is recruiting to fill a full-time permanent Environmental Engineer 3 position working for the Region 6 Habitat Program in Montesano, Grays Habor County.

A fully qualified applicant would assume all duties associated with the position immediately as an Environmental Engineer 3.

A selected candidate without full qualifications would be given up to 12 months to complete a specific individualized training plan, during which time the candidate would have a working title of Environmental Engineer 3 In-Training and be classified as an Environmental Engineer 2 with corresponding pay and benefits. Upon satisfactory completion of the training plan, the candidate would be reclassified to an Environmental Engineer 3.

The Habitat Program is dedicated to protecting, conserving, and restoring ecosystems necessary for the long-term sustainability of fish and wildlife populations in Washington State. To serve this need, Habitat Program staff use permitting authority and provide sound scientific information, management recommendations, and expert technical guidance to other agencies and the public.

• Represents the agency as a registered Professional Engineer and provides/approves final engineering designs and decisions.
• Provides professional engineering technical assistance to Agency staff and individuals/groups outside the Agency involved in all aspects of aquatic habitat restoration work.
• Prepares professional engineering designs and permit documents for fish passage, bank protection, fish screening, and habitat restoration projects.
• Investigates and researches emerging technologies.
• Develops and delivers training modules, classes, and presentations based on the Aquatic Habitat Guidelines.
• Performs engineering duties in the office: designing, calculating, drafting, evaluating data, managing projects, coaching and mentoring of junior engineers and engineering aides.
• Performs engineering field duties: surveying, measuring, collecting site data, inspecting, and reporting.
• Reviews and comments on design documents of peers for quality assurance.
• Participates in both regional and environmental engineering staff meetings, training and functions.
• Works collaboratively with diverse teams of restoration professionals and stakeholders.

At the Environmental Engineering 3 level
A Master’s degree with major study in one of the following engineering fields:  sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field
AND
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and two years of experience in environmental engineering
OR
An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields:  sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and three years of experience in environmental engineering .

NOTE:  A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.
NOTE:  Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams.  Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

The training plan below shall be completed to the satisfaction of the supervisor with input from peer biologists and engineers within the first 14 months of employment, during which time the incumbent will be classified as an Environmental Engineer 2 with a working title of Environmental Engineer 3 In-Training.  Upon satisfactory completion of the training plan, the incumbent will be reclassified to an Environmental Engineer 3.

Training plan measures:

1. Registration as a Professional Engineer in the state of Washington.
2. Successful independent review of 12 submitted HPA plans for compliance with relevant Rule and Code provisions, and Department design guidance.
3. Satisfactory performance at 12 site reviews with Area Habitat Biologists evaluating site conditions, applicant’s requirements, and resulting impacts to habitat.
4. Complete peer review of 4 designs for fish passage, bank protection or habitat restoration projects.
5. Complete one design of a fish passage or habitat restoration project.
6. Attend training courses on fish ecology, Hec-Ras, and geomorphology of natural river systems.
7. Attendance and participation in 2 restoration related conferences.
8. Demonstrate the ability to work collaboratively with diverse teams of restoration professionals.

Working Conditions:

Work will include approximately 70% office duties and 30% field work, which may occur over rough terrain and in all weather conditions.  Basic work hours are Monday – Friday 8:00 AM – 4:30 PM, however flex time is negotiable.  Occasional long hours and overnight travel are required.

Union:
This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish & Wildlife, and the Washington Association of Fish and Wildlife Professionals (WAFWP).  As a condition of employment you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
