SUMMARY:
SUMMARY: This Stormwater Pollution Prevention Inspector conducts stormwater pollution prevention inspections to evaluate compliance with King County stormwater pollution prevention requirements, provides technical assistance and initiates enforcement actions as needed to resolve water quality code violations. It also includes investigating stormwater quality problems; and identifying and tracing illicit discharges to the conveyance system and surface waters. This position requires broad experience in stormwater management systems and excellent communication and negotiation skills with business owners, other King County departments, regulatory agencies, and the general public.

WORK SCHEDULE: This full time Career Service position works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is overtime eligible.
JOB DUTIES:
PRIMARY JOB DUTIES:
- Conduct water quality site visits at commercial and residential properties to evaluate and gain compliance with King County’s Water Quality Code by applying and interpreting Best Management Practices (BMPs) per the Stormwater Pollution Prevention Manual.
- Prepare correspondence outlining required BMP implementation and appropriate resolution of code violations.
- Write technical reports in support of water quality violations.
- Document results of inspections and investigations and update database.
- Interpret water quality codes, stormwater permits, and regulations at the county, state and federal level.
- Investigate surface water and stormwater quality concerns and problems and recommend resolution/solutions.
- Respond to inquiries from the general public, consultants, and other agencies as it relates to the Stormwater Pollution Prevention Manual or interpretation of King County Code 9.12.
- Act as a Lead for a specific task or assignment within a project
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
REQUIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- Graduation from an accredited college or university with a Bachelor’s degree in Engineering, Hydrology, Water Quality, Environmental Science, or related field. OR substituting one year of progressively responsible, related water quality experience for each academic year of the required education or an equivalent combination of education and experience.
- At least two years of work experience with pollution prevention programs, including experience with site inspections, NPDES Municipal Permit implementation, or stormwater technical assistance.
- Knowledge of local, state and federal laws and regulations relevant to the program and type of work described for this position, including the Clean Water Act, water quality standards, NDPES program, and King County water quality code.
- Ability to clearly and concisely communicate technical information, both in writing and orally to peers, customers, management and the public.
- At least two years of experience dealing with business operators and members of the public in a professional capacity.
- Ability to work independently and efficiently.
- At least two years of experience managing effectively planning, organizing and prioritizing work on a daily basis, caring multiple tasks to completion concurrently, and completing work assignments.
- Ability to listen to customers’ concerns and to work collaboratively to achieve their understanding and compliance.
- Demonstrated skills for maintaining positive and productive working relationships with colleagues and customers, such as patience, flexibility, active listening, resolving conflicts and problem solving. Effective participant in multi-disciplinary team meetings or coalitions.
SUPPLEMENTAL INFORMATION:
DESIRABLE QUALIFICATIONS:
- Graduate work in stormwater engineering, policy, or related field.
- Experience with environmental field sampling, chain of custody protocols, and techniques.
- Experience with conducting code enforcement.
- Knowledge of hazardous/dangerous waste regulations.
- Ability to review and evaluate alternative source control best management practices.
- An understanding of how small businesses operate and experience in communicating with small business owners.
- Advanced knowledge and understanding of conveyance systems, flow control facilities, water quality facilities, and pollution control Best Management Practices.
- Experience in effectively working with communities where English is a second language.
- Fluency in one of King County’s top languages – referred to as Tier 1 or Tier 2 languages in the County’s Executive Order on Translation (Spanish, Vietnamese, Chinese, Korean, Russian, Somali, Ukrainian, Amharic, Punjabi)
PHYSICAL REQUIREMENTS:
- This position requires the ability to work in adverse conditions including out of doors, in all types of terrain and in all weather conditions. Situations may include exposure to potentially hazardous conditions.
- Ability to safely open a catch basin lid, e.g. lift 50 pounds.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
NECESSARY SPECIAL REQUIREMENTS:
- A valid Driver’s License and the ability to travel throughout King County, adjacent counties or other travel destinations in a timely manner.
