This position will be located in our Padilla Bay Office in Mount Vernon, WA.
The Estuarine Science Learning Supervisor position is a senior environmental section specialist that provides technical expertise and serves as a resource specialist with responsibility for planning and implementing at the interpretive science-based learning program at the Padilla Bay National Estuarine Research Reserve (PBNERR).

The mission of the Department of Ecology is to protect, preserve and enhance Washington’s land, air and water for current and future generations.The mission of the Shorelands & Environmental Assistance Program is to support community conservation efforts for our shorelands, wetlands and floodplains.
The mission of Padilla Bay National Estuarine Research Reserve (PBNERR) is to preserve, protect and enhance the natural resources of Padilla Bay and to operate programs in education, public information, natural resource management, research and monitoring to conserve and manage estuaries in Washington State and the nation.
Using in-depth knowledge of marine and climate change science, ecology, environmental sciences and related science interpretation and translation skills, this position independently, under the general direction of the PBNERR Director, carries out the following duties using policies and objectives based on federal, state (Ecology) and program priorities and deadlines:
- As a senior environmental section specialist, prepares, supervises, directs and implements complex science-based interpretive learning and communication programs for various audiences across all age groups.
- Provides scientific and technical consultation to staff, managers and agencies/universities in recognized specialty field.
- Designs and implements training for professional science educators across the coastal United States.
- Reviews, analyzes, develops and recommends policy and guidelines for Section and program activity.
- Plans, designs, and conducts professional research studies to determine scientific validity of program activity and resources.
- Supervises, teaches, trains and mentors one Communication and Outreach Environmental Education Specialist 2, 1 full-time Americorps staff, 1 seasonal Park Aide, as well as additional interns and volunteers as needed for sponsored projects and seasonal workload peak – from 5-8 at a time.
- This position also coordinates and oversees non-agency personnel, including teachers, and advisory committee(s) and their members.
- Manages and coordinates science-based interpretive projects for the section.
- Works with contractors, designers, and fabricators to oversee scientific and interpretive exhibits.
- Serves as a project manager for grants and contracts.
- Develops and manages the education portion of the annual NOAA Operations Grant for Ecology/PBNERR ($175,000 – $200,000) and oversees other educational grant and contract projects/budgets as they arise.
- Presents and testifies at national meetings and professional assemblies and represents the science communication goals of the reserve to NOAA and other agencies.
- Provides expertise to agencies and organizations on the design and development of science education programs. Prepares necessary reports and media materials.

Required Qualifications:
A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field and five (5) years of professional-level experience in environmental analysis or control, or environmental planning which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
Additional qualifying experience will substitute, year for year, for education.
OR
A Master’s degree in one of the above fields and three (3) years of professional – level experience as required above which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
OR
A Ph.D. in one of the above fields and two (2) years of professional-level experience as required above which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
OR
Two (2) years of experience as an Environmental Specialist 3.
Desired Qualifications:
- A Master’s degree in marine science and teaching experience or Master’s degree in environmental education.
- Ability to produce high-quality and accurate reports in a timely manner.
