Duties

The Financial Services Program manages the agency’s financial resources and supports agency planning so that environmental goals and strategic priorities are met.

The program’s AFRS – General Accounting Unit in Lacey, WA is looking to fill a Fiscal Analyst 2 position.

This unit is responsible for:

  • Financial oversight and reporting of Ecology’s federal grant agreements.
  • Processing payments for the agency’s multi-million dollar grant and loan programs, and all Ecology contracts.
  • Oversight in the preparation and on-going maintenance of the agency chart of accounts.
  • Monthly processing of Cost Allocation, Agency Direct Redistribution, and Fund Equity transactions.
  • Preparation of the Agency’s Comprehensive Annual Financial Report (CAFR) and the annual State Revolving Loan Fund Financial Statements.


Some of the key work activities of the Fiscal Analyst 2 include:

Federal Grants Processing: 
Under the direction of the Federal Grant Lead – Performs the accounting functions for federal grants. This includes evaluating new grant applications, awards and amendments to existing awards for entry into the Grant Receivable System (GRS), evaluating financial data and preparing journal vouchers as needed, determining federal cash due to Ecology and processing federal Letter of Credit draw downs, analyzing and interpreting of Agency Financial Reporting System (AFRS) financial data for preparation of Federal Financial Report (FFR) on federal grant awards using GRS and submits to federal agencies, program and budget staff. Maintains spreadsheets to aid in the financial monitoring of federal grants. Prepares the MBE/WBE report for submission to federal agency. Files various grant-related documents in agency grant files. Copies and distributes documents as needed. Prepares and submits Federal Funding Accountability and Transparency Act (FFATA) reporting.
 
Contract/Grants/Loans Processing:
Performs the full range of accounting functions for contracts/grants/loans assigned to this position, such as reviewing & approving invoices for proper approvals and for payment, encumbering, liquidating, auditing payment requests to ensure compliance with terms of the agreement, and entering payment data into automated systems. Ensures compliance with Sub Recipient monitoring standards prescribed by the State Auditor and federal agencies.
 
General Accounting: 
Prepares and monitors various fiscal reports used by agency management, such as cost allocation reports, fund balance reports, and other management reports produced from automated systems. Researches financial records and transactions in management reports and prepares correcting journal vouchers if needed. Develops AD-HOC Queries from Enterprise, or from the Contracts/Grants/Loans Payable System, based on management requests for information.

Others as Assigned:
Provides back-up coverage to other Fiscal Analyst 2 positions within the Unit as needed. As part of the Unit, will assist in heavy work load situations, such as new code entry into AFRS at the beginning of each biennium. Other duties as identified and assigned by supervisor or lead worker.



Qualifications

Required Qualifications:

  • A Bachelor’s degree with a minimum of 18 quarter or 12 semester hours of college-level accounting and a minimum of two (2) years of relevant experience. Professional accounting experience may substitute for education, but not for the minimum accounting credits.
  • Accuracy and attention to detail.
  • Ability to prioritize tasks and organizational skills to create and maintain unit files.
  • Proficient knowledge of Microsoft Office products including Word, Excel and Outlook; able to create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.
  • Ability to use a 10-key calculator by touch.
  • Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload issues.


Desired Qualifications: 
30 quarter or 20 semester hours of college-level accounting and three (3) or more years of relevant experience.
