Fish and Wildlife Biologist 3 (In Training)
The Capital and Asset Management Program mission is to serve the Department by delivering technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure and ecosystems under the Department’s care. Performance of the job duties and responsibilities result in assisting the customer programs in their efforts to accomplish Department goals.
This position is for a member of permit staff at either a Biologist 2 position in training to a Biologist 3 within a 2 year time frame, or a Biologist 3 position, depending on qualifications.
An ideal candidate would combine their strong communication skills with a focus on safety and regulation compliance to join a small team in statewide permit acquisition for capital projects. We are looking for a person with creative and innovative thinking skills, emotional intelligence, and enthusiasm, as well as strong organizational, time management, and decision-making skills.
The Environmental Permit Staff Specialist for WDFW Construction Activities within the Program manages the permitting and compliance of construction projects funded by the Capital Budget and other funding sources, supporting WDFW activities statewide in all counties based on budget allocations. This position helps to facilitate the implementation of $92 million (2017-19) budgets allocated by the legislature. Permit acquisition is a vital process for implementing capital projects and projects cannot move forward without said permits.
DUTIES:
Biologist 2 duties include:
- Working with diverse workgroups and teams including Cultural Resource experts, Project Managers, drafting, contracts, stakeholders, other Department Programs, and outside entities.
- Determine permit requirements for CAMP projects and seek peer review. Follow allocated scheduling of supervisor for project goals.
- Prepare and submit permit application packages.
- Prepare supporting permit documents and secure final permits in a timely manner.
- Review projects for environmental and ESA impacts, where applicable.
- Provide project manager with options to meet environmental requirements.
- Maintain relationships and provide communication with staff both inside and outside the Program and within other organizations.
- Seek peer review on permit documents
- Facilitate and ensure compliance with environmental elements of project implementation including permit requirements, species evaluations, and BMP usage
- Represent the Department as needed with federal, state, and local agencies. Attend relevant trainings and meetings
- Implement training plan and other duties as assigned.
Biologist 3 duties include:
- Working with diverse workgroups and teams including Cultural Resource experts, Project Managers, drafting, contracts, stakeholders, other Department Programs, and outside entities.
- Determine permit requirements for CAMP projects and seek peer review. Follow allocated scheduling of supervisor for project goals.

- Write Biological Assessments and Evaluations, Habitat Management Plans, Wetland reviews, and other biological documents required for permitting and seek peer review.
- Oversee, facilitate, and ensure compliance with environmental elements of project implementation including permit requirements, species evaluations, and BMP usage.
- Represent the Department as needed with federal, state, and local agencies. Attend relevant trainings and meetings.
Working Conditions:
Work Setting, including hazards:
- Duties are performed in an office setting, construction sites, in-water work (Hatcheries and Wildlife Areas): walk in uneven terrain including slippery footing, mud, and other challenging field conditions; steep slopes for extended periods; inclement weather conditions; must be able to climb ladders, work from boats, and elevated locations.
- This position requires extensive computer use and sitting.
Schedule (i.e., hours and days):
- Duties are typically performed in an office setting from 8:00 am to 5:00 pm Monday through Friday. However, a varied schedule may be required including working Saturday or Sunday and overtime.
Travel Requirements:
- Travel will be required throughout the state to attend training, meetings, and conferences.
- Travel for fieldwork will also be required. Agency vehicles are provided and per diem is earned.
Tools and Equipment:
- Computer hardware and software, cell phone, digital camera, field sampling equipment including turbidity meter, pH meter, conductivity meter, GPS unit, electrofisher, and fish removal equipment.
- Customer service is integral to department success.
Required Qualifications:
Biologist 2:
Knowledge of:
Basic planning principles, techniques, current trends, environmental laws, policies and programs concerning state resource development; methods and objectives of natural resource planning; restoration and mitigation techniques; wetland ecology; stream function; land management and development; soil conservation and contamination; fish and wildlife rules and regulations; principles of harvest management and natural production; lake and stream management; principles and procedures of wildlife, fish, and habitat management.
Ability to:
Accept responsibility for minor program activities; interpret and apply agency policy; interpret and apply jurisdictional policies and regulations; develop long-range work plans with oversight, think conceptually, observe and interpret trends, analyze data, identify key relationships, draw logical conclusions, and maintain effective working relationships with governmental officials at the federal, state, and local level; define research problems and determine extent and type of information needed; implement results of research findings; plan and organize personal work with oversight; analyze environmental information to apply solutions, guidelines, and policy to field problems; speak and write effectively. Possess and maintain a Washington State Driver’s License.
Biologist 3: All of the above, and:
Job Knowledge of:
Policies and programs concerning all phases of state resource development; county planning regulations and shoreline master programs; wetland delineations; stream hydraulics; lake and stream management; principles and procedures of wildlife, fish, and habitat management and biological research; methods of biological data collection, interpretation, and presentation; statistical and research theory and techniques; experimental design; population measurement techniques; and silvaculture.
Ability to:
Accept responsibility for major program activities; develop long-range work plans; address large groups and write effectively; initiate plan and design independent environmental research; plan, organize, and supervise the work of others; develop new techniques and programs in resource management; develop methods of data collection and interpret data; train and supervise personnel.
Preferred/Desired Qualifications:
Biologist 2:
A Bachelor’s degree in fisheries, wildlife management, natural resource science, or environmental science and one year of professional experience in fish management or fish research, wildlife management or wildlife research, habitat management or habitat research, natural resource planning, or equivalent field. A Master’s degree in the applicable science will substitute one year of the required experience. A Ph.D. in the applicable science may be substituted for two years of the preferred experience.
Biologist 3: All of the above and at least 3 years of professional experience.

This position is in the bargaining unit represented by the Washington Association of Fish & Wildlife Professionals and is subject to the terms of the Collective Bargaining Agreement between the State of Washington, Department of Fish & Wildlife, and the Washington Association of Fish & Wildlife Professionals.
