Summary of Duties

The Thurston County Public Works department is seeking a highly motivated and qualified individual for the position of Environmental Coordinator.

Within the Public Works department. this position is responsible for reviewing and advising on environmental issues related to roads engineering and maintenance activities. The work performed by this position will be under the direction of the Senior Environmental Coordinator in a collaborative team environment utilizing project delivery best practices. Work includes applying for grant funding and permits, monitoring the department’s compliance with environmental regulations, preparing SEPA checklists and wetlands delineation, and advising on procedures to mitigate the environmental impact of projects.

Essential job functions include, but are not limited to, the following:

  • Complete applications for environmental permits for construction projects and respond to questions or changes requested by permitting agencies.
  • Prepare SEPA checklists and compile environmental assessments.
  • Identify wetland areas impacted by construction projects and prepare mitigation plans and plant enhancement plans.
  • Conduct on-going monitoring of construction sites as required by various permit processes and prepare written reports required by regulatory agencies.
  • Identify construction sites that are in noncompliance of mitigation requirements. Advise staff on re-vegetation and mitigation of sites to conform with requirements. Work with outside agencies who are monitoring mitigation impacts.
  • Prepare applications for grant funding for environmentally related road maintenance projects and assist in program development for grant funded projects.
  • Work with the Design/Construction and Maintenance Divisions to assist in developing best management practices as they relate to environmental issues for construction and maintenance activities.
  • Provide public relations and education on property acquisition for wetlands mitigation projects.
  • Coordinate, meet, and communicate with environmental organizations having concern and interest in environmental impacts of roads projects and planning.
  • Respond to public concerns regarding the environmental impacts of road projects. Provide public relations and education. Work with other agencies and volunteers to coordinate work efforts.
  • Work with natural resource agencies and volunteer groups to coordinate work efforts.
  • Develop computer data bases to assist in tracking requirements and projects.
  • May be assigned to act as project lead for special projects, such as salmon enhancement projects, which require coordination of work efforts with other county departments or outside agencies.
  • May serve as a representative of the Department to state and/or local advisory committees, other county departments, and outside agencies on issues relating to the environment.
  • May be assigned to perform environmental assessments, site visits, permit application review, grant fund applications, or other similar tasks for other Public Works divisions or for other county departments.

Qualifications

  • Bachelor’s degree in Environmental Science, Earth Science, Biology, Environmental Planning, or a closely related area.
  • One (1) year of professional level environmental review experience which includes responsibility for performing site inspections and giving information and assistance to the public.
  • Ability to utilize the personal computer and related software packages to perform word processing, information retrieval and tracking.
  • A valid Washington State Driver’s License.

Desired Skills

  • Knowledge of State Environmental Policy Act (SEPA), shoreline requirements and environmental laws.
  • Experience in wetland mitigation, salmon ecology, and stream rehabilitation/mitigation for fish habitat.
  • Ability to conduct effective research and evaluate complex data to prepare clear and concise written and oral reports.
  • Ability to read and interpret plans, specifications, maps, and engineering drawings.
  • Ability to read, interpret, and apply work related codes, ordinances, legal property descriptions, and other regulations and guidelines.
  • Knowledge of local government and political decision-making processes.
  • Ability to develop and write plans based on an analysis of data and ongoing citizen and agency input.
  • Ability to communicate effectively with individuals and groups regarding complex or controversial planning policies or regulations.
  • Ability to establish and maintain effective working relations with other staff, property owners, developers, contractors, public officials, the general public, and representatives of other agencies.
