The Central Budget Office provides the framework for all agency budget processes, plays the lead role in external budget discussions, and monitors the agency’s operating budget status. The Budget Division is a part of the Technology and Financial Management portion of the Business Services Program. This Division is one of four program divisions that ensure operational
effectiveness, generate and monitor revenue, and oversee the financial stability of the agency.
This recruitment is to fill one (1) full-time Budget Analyst 3 In-Training permanent position.
Within the fast paced and dynamic budget office division, the Budget Analyst position provides critical support to Senior Budget Analysts and the Budget Officer in developing, monitoring and maintaining the agency budget. This Budget Analyst 3 in training series provides mentoring and career development opportunities for candidates with limited budget experience. Candidates will be hired as a Budget Analyst 1 or 2, dependent on skills and experience. The successful candidate will have up to thirty-six (36) months to acquire and demonstrate proficiency in the following assigned work activities through on-the-job training to secure a Budget Analyst 3 position within WDFW.
This position reports to the Budget Officer within the Central Budget Office of the Technology and Financial Management Program.
DUTIES:
 Uploads program spending plans (allotments) and indirect allotments for contracts into The Allotment System (TALS).
 Uploads Salary Projection System (SPS) data into Contracts and Projects System (CAPS) Financial.
 Supports the update of the Compensation Impact Model (CIM).
 Uses complex computerized systems to extract, summarize and evaluate fiscal data.
 Supports preparation of quarterly proportionate administrative funding journal vouchers.
 Prepares quarterly financial reports composed of allotment and control total data from multiple data sources to identify potential allotment entry errors, oversights, or mistakes.
 Coordinates and supports the fiscal note process within the agency.
 Supports the maintenance and update of fund balance sheets.
 Maintains the agency’s chart of accounts, monitoring for accuracy and making process improvements as needed.
 Provides independent review of contracts, amendments, and associated allotments to ensure compliance with the state and agency regulations and policy.
 Reconciles indirect postings to ensure they are accurate.
 Supports the development and maintenance of agency control totals.
 Explains accounting and budgeting systems, procedures and processes.
 Works with program managers or supervisors to ensure that budget adjustments are made in accordance with program changes
 Works with programs to develop concise, complete and effective decision packages, recommendation summaries, and fiscal notes.
 Assists, advises and trains WDFW personnel regarding budgetary policies and procedures.
WORKING CONDITIONS:
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position normally works 8:00 am-5:00 pm, Monday-Friday, but may be required to occasionally work in excess of 40 hours per week to meet deadlines during peak periods, particularly during budget development and legislative sessions.
UNION NOTICE:
This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish and Wildlife and the Washington Federation of State Employees (WFSE), which contains a “union security” provision. This means that, as a condition of employment, you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.

 One (1) year experience in a Washington State Agency performing budgeting, accounting or program management related duties and a Bachelor’s degree involving major study in business, public administration, accounting, economics, statistics or closely allied field.
Knowledge, Skills, Abilities and Behaviors:
The incumbent will have thirty-six (36) months to complete the training plan and demonstrate proficiency in the following areas:
 Knowledge of budgeting and accounting practices based on education and practical experience.
 Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
 Knowledge of basic budget development and of legislative processes and practices, including the fiscal note process.
 Knowledge to communicate with external/internal stakeholders in a regulatory environment.
 Knowledge of state financial systems including AFRS, BASS: TALS, SPS, BDS, CBS, Enterprise Reporting (Fastrack), and Web Intelligence (AdHoc).
 Knowledge of Excel and Word and proven ability to use other financial software programs.
 Skill in creating spreadsheets, importing data from other sources, and creating tables and graphs from spreadsheet data.
 Skill in performing complex numerical calculations.
 Ability to consistently follow applicable budget guidelines, WDFW policies, state and federal regulations, principles and standards.
 Ability to conduct sound and detailed analyses from both a programmatic and a fiscal perspective.
 Ability to practice collaborative problem solving, maintain open communication among staff, and allowing flexibility for creative and innovative input from others.
 Ability to communicate complex budget issues orally and in writing to a variety of audiences and provide training and guidance on these issues.
 Ability to prioritize workload to meet critical deadlines, and to work well independently and on teams
 Ability to work in a team environment, treating all team members and other customers with respect at all times.
