The Toxics Cleanup Program(TCP) within the Department of Ecology is looking to fill a Policy, Rule and Report Coordinator (Environmental Specialist 2) position. This position will work out of our Headquarters Building in Lacey, WA.

 

This position provides research and analysis for tasks related to producing program reports, rulemaking, and policy development. The program is required to produce a variety of reports for the legislature. This position also assists policy unit staff in support of policy development and communication and provides key coordination and support needed for tasks related to rulemaking activities. The person in this position frequently interacts with staff in other offices within the agency, with other government agencies, and with the general public.
Ideal candidates will have excellent written and verbal communication skills, strong math skills and will enjoy working with the public.

Some of the key work activities of the Policy, Rule and Report Coordinator include:

 

Under direct supervision of the unit supervisor and/or project technical leads, performs the following activities in support of writing the program’s legislatively required reports:

  • Using cleanup site information from ISIS, this person will be responsible for assembling, analyzing and verifying data used to produce the MTCA Biennial Report and the 10-year Financing Plan. These two reports alone comprise over 35 tables and figures providing key information such as sites and grant monies by geographic area, sites cleanup sorted by site hazard ranking, cleanup type, types of grants, and other program expenditures attributed to the MTCA revenue stream. There is also a one-time report due to the legislature in November 2016 on model remedies. This report will be compiling historic LUST site data and newer model remedy site data. This position will also be assisting the Model Remedy Program lead to product this report.
  • Data reporting – working with our communications staff and project manager, the person in this position will be responsible for report production of clear, accurate tables, maps, and other figures associated with the legislative reports.

Under direct supervision of the unit supervisor and/or project technical leads, performs the following policy development and rule-related activities:

  • Assists with project administration related to development of draft rules, policies, and procedures, including guidance and technical support materials and public outreach.
  • Conducts scientific, economic, or other studies, surveys or analyses in support of policy and rule development.
  • Maintains “The Cleanup Project Managers Toolkit” SharePoint site.
  • Contacts staff and stakeholders to obtain information needed to develop recommendations and make decisions related to organizing and preparing outreach activities.
  • Works both independently and as part of a large team to complete specific activities related to coordinating multiple aspects of rulemaking. Assists with public meetings, prepares correspondence, writes and distributes announcements.

Rulemaking administration: Coordinate with Rule and Accountability staff to understand, communicate, and document APA rulemaking requirements.

  • Maintain official rulemaking files.
  • Assist technical staff in developing rule filing packets to meet the Administrative Procedures Act (APA) and agency requirements.
  • Develop Site Register input for TCP regulatory and policy notifications.
  • Work with the Rule Making at Ecology SharePoint site.
  • Assist in preparing responses to public comments as required by the APA.

Assists with outreach and communication activities.

  • Develop and maintain email lists for stakeholder communications.
  • Assist in providing public access to rulemaking materials (develop web pages, post technical reports, produce focus sheets, assist with graphical display of technical information).
  • Respond to inquiries from stakeholders regarding questions about process and implementation plans.
  • Assist with planning and facilitating public meetings, conferences and workshops (arrange logistics for committee meetings; compose correspondence; keep records and spreadsheets related to schedules, registration, and costs; assist with onsite activities).
  • Develop brochures and various communication materials, including graphics, charts and other visual displays.

This position will remain open until filled. There will be an initial review on July 22, 2015. Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one year of professional level experience in environmental analysis or control, or environmental planning.

 

OR

 

A Master’s degree in one of the above fields.

 

All successful candidates must possess a demonstrated ability to work independently, use judgment in making decisions, prioritize tasks, prepare clear and concise reports without grammatical errors, and effectively communicate with coworkers, stakeholders and the public.

Some of the professional level experience in environmental analysis or control or environmental planning could include the following:

Assists in the research and compilation of basic information for use in regulation or policy development.

Enters and maintains basic databases or inventories.

Assists in preparing for public meetings, hearings and workshops.

Assists with routine inspections or investigations of facilities or project sites which require specialized knowledge of industry processes, pollutant sources, or natural processes.

Responds to routine inquiries or requests for technical assistance regarding the scientific background and technical implementation of agency programs.

Reviews plans for technical accuracy and makes recommendations to higher level staff.

Maintains and utilizes computerized environmental databases in support of technical projects.

Reviews routine permit applications for technical accuracy and makes recommendations regarding the scientific merit of the proposal.

Provides environmental technical and administrative assistance to grant/contract/loan recipients in the planning, design, construction and implementation of environmental protection projects.

 

Desired Qualifications:

Be familiar with MTCA (173-340 WAC).

Have experience organizing and scheduling stakeholder meetings.

Strong computer skills and experience using Excel and SharePoint.

A knowledge of graphical representation methods and basic statistics.

Strong technical writing skills.
