Working throughout the state, WDFW’s employees–field biologists, enforcement officers, land stewards, lab technicians, customer service representatives and others—manage hundreds of fish and wildlife species, maintain nearly a million acres of public wildlife lands, provide opportunities for recreational and commercial fishing, wildlife viewing and hunting, protect and restore habitat and enforce laws that protect fish and wildlife resources. JOB SUMMARY
Reporting to the Deputy Director, the Fish Program Assistant Director directs and oversees the 700+ employee program by providing policy level leadership and direction necessary to preserve, protect, perpetuate, and manage Washington’s fish and shellfish resources in state and offshore waters; includes management of all game fish, food fish, shellfish, unclassified marine aquatic species, aquatic pest/predator/invasive species control, and all fish culture activities for the agency; and policy-level direction for the Agency-wide ALEA Grant program; and provides policy-level direction to manage the resource in a manner that serves the resource and the public through the use of best available science and effective, innovative approaches to protect and restore wild fish while providing economically viable commercial and recreational fisheries.
The Fish Program Assistant Director works with nine Fish and Wildlife Commissioners, the Director, Deputy Director, other agency executive staff and senior staff to develop and implement the Department’s policies, goals and objectives pertaining to all species of Washington fish and fisheries.
The Fish Program Assistant Director coordinates the development and adoption of legislation with the Governor’s Office, State Legislature, other state agencies, local governments, conservation groups, and other partners. This position represents the Department and the state on federal, regional, tribal, and international forums and organizations that affect the management of Washington’s fish populations.
DUTIES:
 Provides policy-level management and direction of fish and shellfish resulting in healthy and diverse fish and shellfish populations, resulting in the protection of wild fish while providing economically viable commercial and recreational fisheries.
 Provides policy-level management and direction for fiscal and operational activities within the Fish Program in a manner consistent with best business practices, best accounting practices and in a manner that meets audit standards; resulting in a balanced Program-level budget that comprises nearly half of the Agency’s annual and biennial budget.
 Directs staff in the development, improvement, and facilitation of partnerships and volunteer activities resulting in the Agency achieving its mission.
 Directs staff in the production of game fish, food fish and shellfish for release into state waters for recreational, commercial, and tribal fishers, and meet mitigation responsibilities for permanent habitat losses.
 Directs staff in the development, implementation, and evaluation of programs designed to recover federally listed and depressed stocks of indigenous fish species resulting in viable, self-sustaining wild fish populations.
 Directs staff in the development of science-based projects, programs, methods, and standards that will be implemented and communicated internally and externally.

WORKING CONDITIONS
This position is scheduled for 8 am to 5 p.m., Monday through Friday, with occasional evening and weekend work to complete tasks. Position requires some travel within the Olympia area and occasionally to off-site WDFW facilities in various locations across the state. Occasional out-of-state and overnight travel may be needed to attend or participate in various forums and functions.
The Fish Program Assistant Director has considerable freedom to act, establishing program specific policies and procedures, and program development. This position is exempt and serves at the pleasure of the Director and is accountable to the Director and Deputy Director. Other restrictions are limited by state regulations and administrative controls.
QUALIFICATIONS:
REQUIRED QUALIFICATIONS:
 Bachelor’s degree in ecology, natural resources, environmental science, biology, or other closely related field.
 Five (5) years of progressive management experience in natural resources, with at least two (2) years at the second level of management or above.
 Excellent leadership skills with broad experience in natural resource management
 Experience managing a large, diverse budget.
 At least one (1) year of experience with a state legislative process.
PREFERRED/DESIRED QUALIFICATIONS:
 Graduate degree in fisheries management, ecology, natural resources, biology, environmental science, or closely related field.
 Ten (10) years of progressive management experience
 Experience with public administration coupled with legislative and/or executive staff experience is highly desirable.
