The Water Quality Program (WQ) within the Department of Ecology is looking to fill a Budget Analyst 3 position. This position is located in our Headquarters Building in Lacey, WA.

The goals of the Water Quality Program (WQ) are to prevent and clean up water pollution and to help communities make sustainable choices that reduce and prevent water quality problems.

The program also aims to provide water quality partners with technical, financial, and educational assistance. We produce useful water quality information for the public and our partners.

Some of the key work activities of the Budget Analyst 3 are:

  • Research and Analysis – Creates and uses complex computerized databases, spreadsheets, tables, graphs, and tracking systems including Agency Financial Reporting System (AFRS), Ad Hoc/Web Intelligence/Enterprise Reporting, and Billing And Revenue Tracking System (BARTS), to extract, summarize and evaluate fiscal data.
  • Budget Forecasts – Prepares complex expenditure forecasts for budget management, with guidance from the budget manager. Uses state Salary Projection System (SPS) to estimate salary/benefits costs.
  • Management Reports – Independently prepares monthly and periodic management reports with recommendations for improvement of program operations.
  • Participation in agency and program teams – Participates, as assigned, as a team member on agency and/or program teams concerning systems development, strategic planning, and/or budget development, monitoring, or analysis (e.g. Time, Leave, and Accounting (TLA) System).
  • Contract Management – Develops reports and assists the budget manager and contracts coordinator in developing and processing documents for operating and capital contracts.
  • Grants Activities – Assists the budget manager and environmental planner, in coordination with program project officers and awarding federal agencies, in the preparation of federal grant applications.
  • Legislative Activities – In coordination with the program legislative policy liaison, budget manager, program planner and program deputy program manager, participates as a team member to develop proposed budget decision packages, legislation and rule making affecting water quality in the state.

Required Qualifications:

A Bachelor’s degree in business, public administration, accounting, economics, statistics or other allied field AND four years of professional experience in budget, finance, cost analysis or accounting.

 

Additional qualifying experience will substitute, year for year, for education.

 

A Master’s degree may substitute for two years of the four years of experience.

 

Desired Qualifications:

  • At least two years of experience performing duties in a budget, fiscal and/or contracting office.
  • Expert Microsoft Excel® skills, specifically in integrating external data sources into single source platform for budgetary analysis.
  • At least two years of experience working with the automated state-wide budget/allotment or financial report system.
  • Knowledge of and experience in working with the federal grants system.
  • Experience with continuous process improvement methodologies, strategies, and/or practices (i.e. Lean, A3, Value Stream Mapping, etc.).

 

Special Requirements / Conditions of Employment:

Must possess a valid WA State driver’s license.
