The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking to fill a Statewide Resources Section Manager (WMS Band 2) position. This position will be located in our Headquarters Office (HQ) in Lacey, WA. 
 
The Statewide Resources Section Manager ensures appropriate policies and procedures are in place to support the investigations and enforcement program including staff training and appropriate review of enforcement actions for consistency and defensibility. Elements of the enforcement program overseen by the Statewide Resources Section Manager include developing tools and training for penalties, orders, notices of correction, and cost recovery actions. Enforcement objectives include trained and equipped staff that issue timely and fair enforcement actions which are legally sound and consistent with legislative intent.

The mission of the Spill Prevention, Preparedness, and Response (SPPR) program is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program.

The Statewide Resources Section Manager Provides support to the Program in the development of state and federal legislative initiatives concerning oil spill prevention, preparedness, and response activities. Assists in the development of  bill and fiscal analysis and other mandated legislative reports, may work with legislators and staff, Governor’s senior policy staff, program and agency management, and other stakeholders.
 
Some of the key work activities for this position include:

Develops program plans including the annual Program Work Plan to support the Strategic Plan.  This includes working with PMT and supervise staff to gather input and support in priority setting and implementation.
 
Supervises the design development, maintenance and operation of Program databases to meet the business needs of the Program statewide. This includes implementing the Spills Program Integrated Information System (SPIIS) and Advanced Notice of Oil Transfers (ANTs) for effective data collection and program execution. Ensures the systems and tools to support our work and mission are continually changing to seek the most efficient and effective way to do our business.
 
Supervises and ensures development of strategic program business initiatives driven by legislative/regulatory mandates. Develops and tracks performance measures and reports on the environmental outcome. Works with PMT and directs staff to ensure that the Program develops and follows data entry protocols to ensure quality of data.
 
Supervises and ensures development and implementation of performance measures within Program databases for monitoring the effectiveness and adjusting priorities of spill prevention, preparedness, and response activities in coordination with the operating Program Section Managers. Provides input to the biennial budget process based on performance measures.  Supervises the preparation of reports and memoranda outlining section effectiveness and efficiency.
 
Oversees investigation coordination services for the Program, including the investigation of vessel and oil handling facility incidents, accidents, and spills to determine root causes and contributing factors, and to support/justify enforcement actions. Ensures the Investigation Coordinator plans investigative strategies, carries out or coordinates complex investigations using the rules of evidence, analyzes the relevance, reliability, credibility, and admissibility of the obtained evidence; interprets and applies state and federal laws and regulations and case precedents; monitors and guides overall program effort to submit timely and accurate investigative reports; researches and interprets technical, professional, business, and financial records.
 
Supervises and manages the coordination of enforcement and cost recovery from oil spills. Ensures our IT systems and communication support enables an effective and efficient enforcement process.
 
Promotes an aggressive education and outreach program to local governments and communities to increase confidence in the readiness of the state. The Section Manager must ensure the section fully supports a rapid, aggressive, and well-coordinated response to oil and hazardous substance spills, as well as the goal of zero spills to water. The Statewide Resources Section Manager needs to work with the Program’s Communication Manager and Communication Consultant to analyze the extent of public understanding of spills activities and initiatives; determine need and type of information and educational programs required; evaluate effectiveness of information/public relations/outreach activities and recommend changes.   
 
Supervises the management of program website for program information, as well as in support of spill incidents by providing web service for our response partners under the area plan – US Coast Guard, EPA, Army Corps, and other response stakeholders.

Qualifications


Required Qualifications:
 
The Statewide Resource Section Manager must have a Bachelor’s degree, or higher, in Business /Public Administration, Planning, Economics, Political Science, Law, Natural Resource Planning, Environmental Studies or closely related field. Must have five (5) years of leadership and professional-level experience in one or more of the following areas that include policy development, strategic and program planning, organizational development, natural resource project planning; one (1) year of which must be supervisory and at least four (4) years of experience related to the management of major projects.
 
This position requires a thorough knowledge of information technology and advanced managerial knowledge and skills for managing the operation of multiple functions, and providing statewide programmatic services in meeting the program and agencies business need. This position requires the skills to:

  • Strategically determine statewide, long-term (typically over periods of at least one or more years) spill prevention, preparedness, and response business needs, and investment decisions for the optimum future protection of state resources.
  • Work under stressful conditions for extended periods of time, having the ability to remain focused on priorities and overall objectives during chaotic periods.
  • Be able to persuasively negotiate to protect Washington’s interests and resources.
  • Possess excellent communication skills for frequent interaction with internal program and agency, and external stakeholders, including federal, state, and local governments, tribes, private industries, and non-governmental organizations.
  • Have a high level of knowledge of the state’s enforcement policies, rules, and laws, and of rulings of the Pollution Control Hearings Board.
  • Understand, design, and modify comprehensive training programs to optimize the agency’s hazardous materials response safety and efficiency.
  • Design and implement a comprehensive education and outreach program to inform the public and other stakeholders.
  • Have a high level of knowledge about the design and implementation of performance and accountability measures that help to target high priority work.


Desired Qualifications:

  • Previous investigation and enforcement action experience is desirable.  Previous experience with Washington State Legislative processes is desirable.

Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
 
Washington State Driver’s License:

A valid Washington State driver’s license is required.

Critical Position: 

This position is considered a critical position for Ecology and must work during facility closures and disasters.
