OVERVIEW
In a manner consistent with the conservation of fish resources, the Hatcheries Division produces fish to support recreational and commercial fisheries, and in specific instances rebuilds or helps recovery of depleted fish populations. The position’s objective is to ensure the management of hatchery fish and infrastructure resources in a Regional capacity towards meeting the goals of the Division and the agency.  This position reports to the Regional Fish Program Manager and responds to the Hatchery Division Manager on a broader scope of issues.

The Complex Manager supervises and directs all aspects of fish production within the Complex for the purpose of achieving conservation and fishery enhancement/management objectives.  This responsibility includes the management of several fish hatcheries that have very diverse infrastructure that must be kept mechanically sound and operated safely.  This position is located in Region 2, Fish Program.

This position requires that the incumbent be willing and able to implement agency and Fish Program policies as they relate to hatchery operations (e.g.  mitigation agreements, US v. Oregon agreement, HGMPs, surplus fish disposals, safety policies, agency housing, personnel collective bargaining agreements, etc.).  This position provides input and recommendations as requested by senior level Fish Program staff relating to hatchery policy development for operations functions, personnel actions (initiate recruitment to fill vacant staff position, initiate disciplinary actions if needed). And resource management negotiations dealing with fish production.

Supervise and administratively oversee operations at the Eastbank, Chelan, Chelan Falls, Chiwawa, Rocky Reach Hatcheries, and Lake Wenatchee and Dryden Acclimation, and Twin Lakes broodstock station.   Hatchery Division staff under supervisor responsibility include: two FHS4s, four FHS3s, fourteen FHS2s, and up to five Temporary Fish Hatchery Technicians throughout the Complex.

 Duties:
  •  This position is responsible for identifying all staffing needs for the Complex, developing recruitment announcements for review and approval by RFPM and Olympia Fish Program leads, coordinating with WDFW HR staff on position recruitment announcements, reviewing I evaluating position candidates, and forwarding candidate recommendations to the RFPM for final Program Appointing Authority approval to hire.
  • Collaborates on development of Hatchery Reform elements and conservation strategies.
  • Directs and coordinates all fish culture activities within the hatchery complex to meet program production goals as outlined in Hatchery Genetic Management Plans, the Future Brood Document (FBD), and other relevant documents.
  • Develop and manage the budget for all facilities within the Complex.
  • Negotiate annual operations and maintenance contracts as appropriate.
  • Ensures that all federal and state reporting requirements and subsequent deadlines are adhered to.
  • Ensures annual employee evaluations within the hatchery complex are completed in an accurate and timely manner.
  • Coordinate and interact internally with staff from Fish Program (Science, Fish Management, Hatcheries), Director’s Office, and Region for strategic work planning that reflects an understanding and consideration for key issues and needs of constituents to meet emerging trends.
  • Develop and prioritize hatchery maintenance requests, including statements of work for routine and non-routine projects. In coordination with RFPM, WDFW Engineering, and/or PUD staff, develops capitol project proposals for the Eastbank Complex, for Program consideration, that address core infrastructure needs within the Complex.
  • Work closely with the Regional Fish Program Manager and Hatchery Division Manager to ensure consistent implementation of WDFW policies and procedures across the Complex.
  •  Works closely with various entities including: other WDFW regional hatchery complex managers, RFPMs, various regional and agency biologists, fish health specialists, WDFW HR personnel, WDFW fiscal contracts personnel, and regional entities such as Douglas County PUD, Chelan County PUD, Yakama Nation, Colville Confederated Tribes, Department of Natural Resources, and US Fish and Wildlife Service to complete assigned duties, projects and assignments.
  • Develops methods to encourage continual attention to a safe and productive work environment.

Working Conditions:
Position is overtime exempt.  Office setting with occasional outdoor facilitation of hatchery operations. Travel to and from other facilities within the complex is routine and may occur during inclement weather conditions.  Incumbent expected to schedule their time within a typical 40-hour work week (e.g. 8am-5pm daily).  However, incumbent expected to adjust schedule and work additional hours as needed to meet Fish Program demands and deadlines.  Requires frequent contact with staff from local, state, federal and tribal agencies. Routinely interacts with members of the public, both professionals and private citizens.

 Qualifications:
Required Education, Experience, and Competencies.
A knowledge and proficiency of:

  • Salmonid fish culture practices
  • Fish health diagnosis, treatment and management practices
  • Departmental policies and procedures
  • Effective supervision, budget management, negotiations, and communications
  • Computer use and software

The ability to:

  • Understand WDFW. USFWS. and US v. Oregon production requirements and administrative processes
  • Understand the relationships between state, local, and federal funding.
  • Manage successful hatchery operations and maintenance
  • Successfully interact with a diverse base of stakeholders, co-managers, and the general public
  • Represent the hatchery program and WDFW in public venues
  • Rapidly implement departmental policies and procedures, and local and federal required administrative procedures
  • Provide leadership to hatchery staff
  • Implement and interpret changes related to labor agreements
  • Implement salmon recovery plans, and authorized HSRG related recommendations as they pertain to hatchery

Preferred/Desired Education, Experience, and Competencies.

  • Advanced training in fish culture from an accredited institution or university.
  • Advanced training in fish health an accredited institution or university
  • Five or more years’ experience in salmonid culture
  • Two or more years’ experience supervising hatchery staff
  • Two or more years of experience working with diverse operation budgets and budget management
  • Experience developing contracts
  • Experience negotiating hatchery budgets
  • Experience maintaining working relationships with Federal, Tribal, and I or other agencies
  • Proficiency with computers and software including Word, Excel, and CAPS, Fishbooks (WDFW)
  • Knowledge of federal, state and tribal regulations.
