POSITION PROFILE:

Do you have a passion for public service and want to advance sustainable management of natural resources in Washington State? We are looking for a highly qualified and motivated candidate to serve as a senior aquatic resources policy analyst within the Aquatic Resources Division at the Department of Natural Resources. You will develop significant new program and policy directions related to the sustainable management of state-owned aquatic lands and associated public resources. Your responsibilities will include, among other tasks: providing policy assistance, expertise, and technical consultation on the management of state-owned aquatic lands and resources to Division staff, and others; lead the preparation of guidelines, procedures, and rulemaking; coordinate major environmental program planning activities; coordinate and review draft bills and preparing fiscal notes during legislative session; and, coordinate with federal, state, local, tribal and nongovernmental agencies.

 Qualifications:
REQUIRED QUALIFICATIONS:

  • Master’s degree with major emphasis in land use, environmental, natural resource planning or science, or closely related field, plus two years of professional planning or policy development experience; a bachelor’s degree plus two additional years of professional experience in land use, regional, environmental, or natural resources planning or policy development may substitute for the Master’s degree;
  • Demonstrated senior level knowledge of current trends in natural resource issues, environmental laws, policies and programs; natural resource planning principles, methods, and techniques; governmental administrative structure and political awareness at local and state levels; environmental, social and other problems affecting development of local and state environmental resource programs;
  • Highly developed policy analysis and critical thinking skills, including ability to think conceptually, interpret and implement laws, rules, and policies; research issues; identify and analyze potential impacts of policies and programs at multiple scales and timeframes; draw logical conclusions;  identify options; and recommend solutions;
  • Legislative experience and/or familiarity with the legislative process, including drafting legislative bill language and the preparation of fiscal notes and fact sheets; and, reviewing legislation for program impacts;
  • Excellent writing skills, including the ability to precisely and concisely present complex information to both technical and layperson audiences;
  • Strong communication and interpersonal skills, including good judgment, ability to express ideas clearly and concisely, work collaboratively with people with diverse priorities and perspectives;
  • Fluency in current word processing and spreadsheet software used by DNR or similar software;
  • Ability to professionally conduct internal and external outreach and communication related to the programs, policies, and plans of the Aquatic Resources Division. This includes the ability to effectively communicate in both small and large group settings, develop and maintain respectful relationships, and competently represent DNR mission and goals;
  • Ability to juggle multiple projects, competing deadlines.

DESIRABLE QUALIFICATIONS:

  • Demonstrated knowledge of the substance and process for regulatory and proprietary laws, rules, and policies related to the management of aquatic resources in the U.S. and Washington State in particular;
  • Excellent research skills, including knowledge of online and library sources and databases of information pertaining to aquatic resource management in Washington State and the U.S;
  • Knowledge of the role of DNR and the management of state-owned lands;
  • Understanding of ecological processes, structures, and function in the context of being able to identify potential adverse environmental impacts of proposed uses; and
  • Familiarity or proficiency with accessing data through geographical information systems.
