The mission of the Department of Ecology is to protect, preserve and enhance Washington’s land, air and water for current and future generations. A big part of this work is making sure our state’s agricultural practices aren’t having a harmful effect on our water.

The Water Quality Program is currently looking for an Agriculture Policy Expert (Environmental Planner 4) to support this mission by developing and implementing policies to address nonpoint pollution generated by agriculture practices, and working directly with state and federal conservation and agriculture agencies, and individual landowners, to make sure that Washington’s water quality objectives are met. 

This position is located in our Headquarters Building in Lacey, WA.

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Some of the key work activities of the Agriculture Policy Expert include:

Overall management of agriculture portion of the Nonpoint Program: As the senior planner, addresses nonpoint pollution from agricultural practices and sources. Using knowledge of federal Clean Water Act and Washington water quality laws, manages agriculture portion of the state’s Nonpoint Program to ensure that it meets all federal and state requirements:

  • Advises program managers on policy issues related to agricultural pollution.
  • Develops policies and plans to implement major policy initiatives to help address agricultural pollution.
  • Uses expertise in agricultural pollution issues to write bill analysis for bills that could that could affect Ecology’s work to address agricultural pollution, and to identify tools we could use to improve agricultural practices that affect water quality.
  • Advises agency managers about needed new policy directions to address agricultural pollution.
  • Develops water quality program’s strategy for addressing agricultural pollution.
  • Provides assistance to program staff on agricultural issues.
  • Serves as program liaison and negotiates new initiatives with state and federal agencies.
  • Sets significant new policies that require coordination with federal and state agencies, tribes, and local governments.
  • Conducts technical liaison with stakeholders and other agencies.
  • Provides planning, technical, and program assistance to regional staff, local governments, tribes, and state agencies to help address agricultural pollution and other nonpoint pollution issues.

 
Developing information technology tools to collect and track nonpoint information: Acts as the liaison between agency IT staff and nonpoint staff to design a nonpoint collector application to be used in the field by nonpoint staff to collect nonpoint pollution information and track implementation of best management practices. Acts in the same capacity to design a nonpoint/TMDL implementation database to store the information collected through the application.  Assists in the design of reports and maps to display the database information.

To broaden the applicant pool, candidates will be considered at either the Environmental Planner 3 or Environmental Planner 4 level. If the selected candidate meets the requirements for the Environmental Planner 3, they will complete an in-training plan in order to reach the Environmental Planner 4 goal class.

 
This position will remain open until filled. The next screening will be September 22, 2017. Qualifications


Required Qualifications:

At the Environmental Planner 4 level (Monthly Salary: $4,737 – $6,217)

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

OR

One year of experience as and Environmental Planner 3, provided a degree as listed above has been obtained.


At the Environmental Planner 3 level (Monthly Salary: $4,292 – $5,632)

A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 
 
OR

One year of experience as an Environmental Planner 2, provided a degree as listed above has been obtained. 
 

NOTE: At either level, 2 years of  professional experience in land use, urban, regional, environmental or natural resources planning, and/or program development will substitute for the Master’s degree provided a Bachelor’s degree in a field listed above or a natural science has been achieved.

NOTE: At either level, three years of the required professional-level experience must include developing and applying best management practices int he field to address pollution from agricultural lands, and experience in ArcGIS (map development), spatial data analysis, and remote sensing.



Desired Qualifications:

  • Experience creating and using complex databases, including defining data fields, inputting data, and generating reports.
  • Experience awarding grants and/or loans for implementation of agricultural best management practices, or managing grants and/or loans for implementation of agricultural best management practices.
