The Water Quality Program program within the Department of Ecology is looking to fill a Permit Developer and Facility Manager (Environmental Specialist 3) position. This position is located in our Central Regional Office in Union Gap, WA .

The Permit Developer and Facility Manager is responsible for the development and review of the National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge Permit. These duties also include ensuring that assigned facilities remain in compliance with the permit requirements by conducting inspections, providing technical assistance, performing complaint investigations, and preparing enforcement recommendations.

The mission of the Department of Ecology is to protect, preserve and enhance Washington’s environment, for current and future generations. The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

Some of the key work activities of the Permit Developer and Facility Manager are:

  • Conducts permit development and review under the general direction of the Technical Unit Supervisor.
  • Is responsible for constructing individual NPDES and State Waste Discharge permits and administering permits for the assigned facilities in the Central Region.
  • Develops partnerships with the permitted facilities, related businesses, and interest groups in order to identify and respond to associated water quality issues in the Central Region.
  • Provides technical assistance and collaborates with permittees to educate them about the special and general conditions set forth in the permit(s) in order to ensure compliance.
  • Reviews permit applications for technical accuracy and compliance with state and federal water quality laws, negotiates permit conditions, develops or reviews technical plans, conducts conflict resolution as needed, and prepares final permit reports and evaluations for approval.
  • Prepares fact sheets and drafts permits for permittees and public review.
  • Prepares final permits for issuance, including preparation of response to comments, in accordance with applicable state-regulations, policies and federal regulations.
  • Conducts research of department records and other sources to obtain pertinent information about each facility being permitted.
  • Reviews discharge monitoring reports and permit data entry with the database coordinator to ensure consistency.
  • Represents the Technical Unit in policy related discussions such as General Permit Writer’s Workgroup.
  • Develops an inspection schedule for the permitted facilities within Central Region which correspond to program priorities.
  • Conducts inspections or field investigations of all assigned facilities in accordance with agency guidance document and work plans; imposes on-site enforcement actions as necessary; and performs follow-up inspections to ensure corrective action is implemented.
  • Prepares technical inspection reports to support agency regulatory activities and to advise permittees of permit compliance status.
  • Recommends for enforcement actions, as necessary, to achieve compliance within applicable water quality laws and regulations.
  • Provides testimony in cases involving the approval, denial, or conditioning of assigned water quality permits before public bodies such as the Pollution Control Hearings Board.
  • Responds to and investigates point source water quality complaints in cooperation with Water Quality staff and other programs or agencies, as needed.
  • May serve as a member of the Water Quality program’s Permit Writers’ Workgroup to increase permit consistency by developing and improving permit writing tools and procedures.

Qualifications

Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.

Additional qualifying experience will substitute year for year for education.

A Master’s degree in one of the above fields will substitute for one year of the required experience.

OR 

A Ph.D. in one of the above fields.

OR 

One year of experience as an Environmental Specialist 2.
 

The 1 year of experience as an Environmental Specialist 2 can include assisting in any of the following areas: 1) performing field surveys or studies, 2) responding to complaints involving scientific or technical content, 3) preparing public meetings and hearings, 4) assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes, 5) responding to routine inquires or requests for technical assistance involving scientific content, 6) special projects that are scientific in nature, 7) conducting routine sampling and testing analyses, interprets data, writing reports 8) performing basic sampling data review, 9) maintaining an environmental data base to support technical projects, 10) providing routine environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.
 

Desired Qualifications:

  • Experience working with environmental legislation and regulations at the federal, state, and local level.
  • Experience reviewing and understanding complex technical documents and prepare enforcement documents.
  • Experience writing technical documents.
  • Experience applying negotiation skills.
  • Experience appropriately maintaining data or inspection records
