Our Toxics Cleanup Program (TCP) is looking to fill an Initial Investigator/Site Hazard Assessor (Environmental Specialist 4) position. This position will be located in our Eastern Regional Office (ERO) in Spokane, WA.
 
The Initial Investigator/Site Hazard Assessor position provide regulatory oversight to ensure that cleanup actions comply with the mission of the Department, Program, the MTCA and other applicable environmental laws, regulations and policies. This position independently perform professional senior-level work under general direction for the cleanup of VCP sites located within the Eastern Region

Duties

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

Some of the key work activities of the Initial Investigator/Site Hazard Assessor (Environmental Specialist 4) position include:

Independently applies professional state-of-the-art theory and practice of site investigations in planning, overseeing and/or conducting activities relevant to:
  • The initial investigation of suspected and confirmed contaminated sites.
  • Preparation of site hazard assessments as assigned.
  • Evaluation of site conditions through file reviews, site visits, and sampling as appropriate.
  • Producing reports of findings, sufficient to generate site ranking or no further action determination.

Serves as point of contact and/or coordinator for assigned contaminated sites. Provides professional oversight and review of  remedial investigations, feasibility studies or remedial actions being conducted by private liable parties, governmental agencies (local, state or federal) or Ecology program (for example, Hazardous Waste and Toxics Reduction).  

Qualifications


Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field, and five years of professional-level experience in environmental analysis or control, or environmental planning, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above. 
 
Additional qualifying experience will substitute, year for year, for education.  
 
OR 
 
A Master’s degree in one of the above fields and three years of professional-level experience as required above, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above. 
 
OR 
 
A Ph.D. in one of the above fields and two years of professional-level experience as required above, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
 
OR 
 
Two years of experience as an Environmental Specialist 3.  

Desired Qualifications:

Ability to provide technical direction to professional staff for complex or controversial studies or projects; design and develop guidelines for enforcement activities, field studies, and siting surveys; provide final review for technical reports, permit evaluations, and conclusions reached by professional staff; work effectively with other government officials, the regulated community, and other clientele groups on complex or controversial environmental issues or problems.

Special Requirements / Conditions of Employment:

  • Must obtain and maintain a valid driver’s license.
  • Initial 40 Hour HAZWOPR training to be completed within six months of appointment.
