The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a SEA Assistant Coastal Planner (Environmental Planner 1) position. This position will work out of our Headquarters Building in Lacey, WA.
The SEA Assistant Coastal Planner position is an assistant-level planner, working under minimal supervision of the Coastal/Shorelands Section Manager, and is responsible for performing tasks to support the improvement of statewide hazard management along our coast, including flooding, erosion, landslides, and tsunamis. Responsibilities include collaboration with the interagency Risk Mapping, Assessment, and Planning (Risk MAP) team to understand coastal hazards and develop strategies to reduce risk. This position also conducts research to provide mitigation options for communities through the collection and dissemination of best practices.

The mission of the Department of Ecology is to protect, preserve and enhance Washington’s land, air and water for current and future generations.
The Shorelands and Environmental Assistance (SEA) program helps communities manage shorelands, floodplains, and wetlands. Our primary focus is on state and local responsibilities for administering Washington state and federally-delegated laws. Our mission is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests.
Some of the key work activities of the SEA Assistant Coastal Planner position include:
Technical Assistance:- Provide assistance to the Coastal Planner and the Risk MAP team to develop and disseminate products and materials to support local, state, and tribal jurisdictions to develop, evaluate, update and implement their mitigation plans and strategies, focusing on building a community’s capability to plan for and reduce risk. Technical Assistance will also encourage hazard mitigation plan implementation and advance community hazard mitigation actions through the Mitigation Planning Process in the form of administration, technical assistance for specific planning requirements, as well as resources and tools for improved planning.
- This position will have a particular focus on developing best practices for integrating hazards information into planning and mitigation action – activities include working with agencies and communities to identify examples of successful integration of hazard information into local planning and/or mitigation action. This will include challenges, lessons learned, and funding dynamics. Information collected will be compiled into a report that provides guidance for communities through best practices, and opportunities for agencies to enhance strategic engagement.
Risk Map Program Planning and Implementation:- Provide assistance to the Coastal Planner and the Risk MAP team to strategically prepare for engagement with communities throughout a project’s life cycle. Goals of this engagement are to help create understanding and ownership of natural hazards at state and local levels and to strengthen and encourage communities to take responsibility for progressing risk reduction actions that will result in a more resilient community. This work includes the development and implementation of an outreach strategy to disseminate mitigation planning and technical assistance project deliverables, community engagement and training, and training to staff in multiple partner agencies to inform and shape strategic community engagement.

Required Qualifications:
A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
OR
Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, will substitute for the Master’s degree provided a Bachelor’s degree in a field listed above or a natural science has been achieved.
Desired Qualifications:- Experience working within collaborative processes with agency partners, technical experts, and local stakeholders.
- Knowledge of existing and future impacts of coastal hazards on Washington communities.
- Ability to communicate hazardous risks effectively to diverse stakeholders.
- Understanding of local challenges with coastal hazards planning and decision-making.
- Excellent writing and editing skills. Prior experience research, writing and producing complex environmental documents, plans or reports in a clear, concise manner.
- Understanding of public processes, principles and techniques for planning and policy development.
- Ability to clearly and tactfully communicate with others to develop cooperative working relationships within Ecology and with other agencies, other governments, partners, and stakeholders.
- Ability to work independently and successfully manage work load and multiple priorities.
- Competence with Microsoft Office software.
