Duties

You will be supporting the agency’s mission by performing senior-level work for the Petroleum Technical Assistance Program for owners and operators of petroleum storage tank systems statewide.  You will provide oversight of hydrogeologic analysis and technical services for groundwater, unsaturated zone and/or surface water investigations related to petroleum contaminated sites.
 
Some of what you will do includes:

  • Planning and conducting professional investigations and providing comprehensive hydrogeologic services.
  • Applying state-of-the-art theories and practices of hydrogeology in:  review of major ground water and surface water development projects; hydrogeologic research; complex investigations of water right conflicts; development and use of computer models to analyze site specific concerns; water quality and contamina­tion problems; and administration of the Water Code, Ground Water Quality Stan­dards, Waste Regulations, or related state and federal laws and regulations; consulting with management personnel to define project goals and objectives.
  • Reviewing and preparing letters, memos, technical reports and bulletins.
  • Testifying as an expert witness in court or administrative hearings.
  • Training other staff in hydrogeologic research and investigative techniques.
  • Attending and participating in professional or scientific meetings, conferences, and seminars.
  • Planning and conducting ground or surface water studies such as:  regional geologic mapping of aquifers, basins, and watersheds; identifying and mapping geologic formations and their hydrogeologic and hydraulic characteristics; determining rate and extent of ground water mining; investigating complaints of interference and protection of water rights; providing project leadership for collection of data on depth to ground water, well yields, and the extent of ground water contamina­tion; designing and evaluating technical adequacy of ground water monitoring net­works; determiningeffects of ground water withdrawals on surface water; esti­mating fresh water inflows, tidal effects, wind wave analysis, and long-shore drift for estuaries and coastal environments; determining hydrogeologic relation­ships in migration and accumulation of contaminants; conducting advanced hydrogeologic analysis including modeling flow systems, and contaminant migra­tion; conducting surface and ground water supply studies, storage estimates, artificial recharge studies, and special studies for waste sites.
  • Providing professional implementation and enforcement of state laws and regulations.
Qualifications


REQUIRED:
A Bachelor’s degree involving major study in hydrogeology, hydrology, geology, or closely allied field
AND
Three (3) years professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession at the Hydrogeologist 2 level, higher or equivalent.

  • A Master’s degree with major study in hydrogeology, hydrology, geology, or closely allied field will substitute for two years of experience.
  • A PhD degree will substitute for three years of experience if major research was in hydrogeology, hydrology, geology, or closely allied field.
  • Experience may substitute for educational requirements

Other requirements include:

  • Occasional in-state travel required, some overnight travel is anticipated
  • Possession of a valid Washington State Geologist License with Hydrogeologist endorsement.
  • Expert knowledge relating to hydrogeology, hydrology, geology, well hydraulics and construction standards, field surveying techniques and mapping, water sampling and monitoring techniques and procedures.
  • Technical skill in the practices and principles of hydrogeologic investigations.
  • Knowledge of the Model Toxics Control Act (MTCA) and/or soil remediation methods for contaminated site cleanups.
  • Skilled in groundwater modeling applications.
  • Skilled in the interpretation and application of applicable rules, regulations, and policies.
  • Skilled in evaluating information obtained and making definitive decisions regarding compliance with state requirements.
  • Ability to establish and enhance collaborative working relationships with a wide variety of internal and external stakeholders.
  • A valid Driver’s License free from serious traffic violations.
  • Must be able to maintain strict confidentiality and ethical behavior at all times.


PREFERRED:
Master’s degree in hydrogeology, hydrology, geology, or closely allied field
AND
Five (5) years professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession at the Hydrogeologist 2 level, higher or equivalent.

  • Skilled in fate and transport modeling.
  • Possess good communications skills, both written and oral.
  • Accept personal responsibility for the quality and timeliness of work.
