Management Analyst 4
Full-Time/Project
 
We are recruiting to fill one full-time project Management Analyst 4 position in our Law Enforcement Program, located at the Washington State Natural Resources Building Olympia, Thurston County, Washington.

The Lead Business Analyst supports the mission in helping to conserve the state’s natural resources by supporting Fish and Wildlife Police Officers through overseeing the IT project of replacing the Law Enforcement electronic records management system (RMS) with a customize an off-the-shelf, Platform as a service (PaaS) application.
Duties

The Business Analyst acts as the lead analyst, responsible for developing project documents facilitating work sessions, & functions of a team leader. Tasks identified to accomplish this duty are as follow:

  • Analyze identified requirements for the replacement application
  • Unit test system functionality
  • Design business process flows in solution system
  • Design analytical views and key performance indicators (KPI’s)
  • Define user roles and system access rights
  • Ensure project supports stated user requirements
  • Develop interface requirements
  • Develop design documentation for system and users
  • Support and coordinate the release management cycle
  • Consults executive management on project plan and development
  • Coordinate with Information Technology Services to ensure support for systems
  • Coordinate with the Contracts and Procurement Manager for RFP, contract negotiation, and finalization
  • Direct project team work, timetables, and methodology. The project team is comprised of current DFW (Enforcement) staff, and a Department of Natural Resource representative
  • Identify and facilitate project schedules with identified stakeholders and users. Stakeholders include federal partners (NOAA, USFWS, USCG), state partners (DNR, PARKs, WSP, AOC, DOH), agency partners (Licensing, WLP, FP, HAB), and non-governmental organizations (Nature Conservancy, Pacific States Marine Fisheries Commission, Rocky Mountain Elk Foundation).
  • Advise executive management staff, specifically the Chief of Police and the Deputy Director of WDFW, in developing project charter, defining requirements, planning, and setting project objectives
  • Liaison with other state agencies, specifically WA-Tech, Department of Natural Resources and Washington State Parks
Qualifications

Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and three to four years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
 
Preferred/Desired Qualifications:

  • Experience with project management processes and documentation (PMBOK).
  • Experience with the Washington Department of Fish & Wildlife.
  • Experience working in a law enforcement or correctional setting.
  • Knowledge and experience with police records management, crime prevention strategies and analysis.
  • Experience with a law enforcement records management system.

Working Conditions

  • Work is generally performed in an office setting within the headquarters of the Law Enforcement Program. This position normally works 8-5, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload. Position requires extensive computer use and sitting.
  • Some travel may be required throughout the State and country to attend training, meetings, and conferences.
  • Computer hardware & software; general office equipment
  • The Data Analyst directly reports to the RMS Project Manager. Daily interaction with senior & executive staff, receiving requests directly and briefing staff on identified metrics. Emphasis on recording and coordinating.
