The State of Washington’s Department of Ecology is looking for ways to adapt new technology to solve difficult environmental problems while simultaneously improving employee efficiency. This position will make a difference while working with motivated staff on a mission – to preserve, protect, and enhance Washington’s environment.  Sharpen your IT skills working on new systems built with new technology that must integrate with existing production systems using older technology. Duties

The Information Technology Services Office (ITSO) is the central provider of a variety of technology services to agency staff, business managers and external stakeholders to meet the agency’s current and future business needs. ITSO is organized around units to support enterprise architecture, financial, environmental, and geographic information systems as well as operational, network infrastructure, and desktop functions. We take pride in customer service and the quality of service and products that we develop and support.

This position based in Lacey, WA, reports to the Project Management and Planning section manager, and is responsible for Information Technology projects that affect staff in all environmental programs within the agency. These projects are performed in partnership with many internal stakeholders and some external vendors. The systems include Environmental systems with specialized scientific data, Financial systems, Human Resources systems, and generalized information management systems. All of the systems may also manage agency workflows to “run the business.” The systems are relied upon by Ecology staff, Ecology management, partner-agencies, legislators, and the public.
 
Duties include traditional project management functions as described in the Project Management Body of Knowledge (the PMBOK, from the Project Management Institute), as well as business analysis functions.
 
This position maintains a broad, deep understanding of the IT project management discipline.  The main purpose of the position is to independently provide expert level project management for the most complex agency-wide IT projects. This work includes initiating, planning, control, monitoring, closing, and reporting on projects.

  • The projects are highly complex, large-scale software development or technology infrastructure projects that require detailed planning and execution and responding to constant changes in IT technology and best practices.
  • The projects are performed in partnership with many internal stakeholders and some external vendors. The systems include Environmental systems with specialized scientific data, Financial systems, Human Resources systems, and generalized information management systems. All of the systems may also manage agency workflows to “run the business.”
  • The systems are relied upon by Ecology staff, Ecology management, partner-agencies, legislators, and the public. The project manager is the lead position in the project team and is the individual that reports directly to the Executive Sponsor of the project.
  • This position is the individual upper management looks to for answers about the project and for successful completion of the project.
  • The position also provides IT Business analysis functions, working with business units to translate business requirements into IT system requirements.

Qualifications


Required Qualifications:

A Bachelor’s degree in an Information Technology program or closely related field; and five (5) years (full-time equivalent) of professional experience in project management of large-scale IT projects and/or major agency-wide IT systems. 
 
OR
 
An Associate’s degree or higher in an Information Technology program or a closely related field; and Six (6) years (full-time equivalent) of professional experience in project management of large-scale IT projects and/or major agency-wide IT systems. 
 
Additional qualifying experience may substitute year for year for education.

A Master’s degree will substitute for one (1) year of the required experience.
 

Desired Qualifications:

  • Four (4) years of project management experience on projects that cross program or agency boundaries.
  • Certification as a Project Management Professional (PMP) through the Project Management Institute (PMI), or a university or college.
  • Agile Certification, such as a PMI Agile Certified Practitioner or ScrumMaster.
