We are looking for applicants that have experience working with the federal Clean Water Act and experience and strong desire to work on TMDL and nonpoint pollution policy issues.

This position will get to learn how to address one of the remaining and most challenging sources of pollution to our state’s waters – nonpoint pollution.

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying water bodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington’s waters.
The Watershed Planning Unit Supervisor manages six professional level staff who are engaged in developing and implementing state nonpoint and TMDL programs. These staff:
  • Interpret state and federal laws to write program policies
  • Train regional staff and provide guidance about how to implement programs
  • Assist staff with nonpoint enforcement actions
  • Work with staff from other agencies to explain our programs
  • Report to EPA and state legislature about our progress implementing programs

The majority of this positions duties will include:

  • Serving as the program resource and lead for policy and program development for the state and nonpoint TMDL programs
  • Planning, organizing, and evaluating the work performed by the unit
  • Managing and recruiting staff to work within the unit

Qualifications
 

Required Qualifications:
A Bachelors degree in environmental, physical, or natural science, engineering, planning, or closely related field.

AND

Five years of professional level experience in water quality management or environmental analysis, control, and planning. One year of experience should be at a senior, independent level equivalent to an environmental specialist 4, environmental planner 3, or environmental engineer 2.

Essential knowledge, skills, and abilities include:

  • Knowledge of current State and Federal water quality laws and regulations.
  • Ability to formulate environmental policy in consideration of state and federal environmental laws and regulations.
  • Skills to strategically plan, schedule, and track monitoring project workloads to assure timely delivery of quality products to clients.
  • Ability to communicate, coordinate, and negotiate with employees, managers, clients, governmental agencies, tribes, stakeholders, and the public.

Desired Qualifications:

  • Education or experience in management and/or supervision
  • Clean Water Act regulatory experience
  • Experience planning and executing large complex projects

Special Requirements/Conditions of Employment:

Must be able to obtain and maintain a valid driver’s license

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
