The Financial Services Program manages the agency’s financial resources and supports agency planning so that environmental goals and strategic priorities are met.
The program’s Revenue and Receivables Unit in Lacey, WA is looking to fill a Cost Recovery Specialist (Fiscal Analyst 3) position.
The Revenue and Receivables Unit supports the Fiscal Office Mission of delivering useful and timely financial information to all levels of agency management by:
- Maintaining the integrity of data in all agency financial systems.
- Providing direct services to agency management in all areas of revenue and expenditure accounting and Reporting.
- Maintaining compliance with all federal and state financial reporting laws and rules.
The Revenue and Receivables Unit is responsible for:
- Invoicing, recording and monitoring of the agency’s multi-million dollar loan programs and environmental cleanup projects.
- Daily receipt and processing of payments received by the agency.
- Accurate recording and monitoring of agency receivables
- Financial oversight and monitoring of the agency’s receivable agreements.
- Preparation of the Agency’s Comprehensive Annual Financial Report (CAFR)
- Specialized accounting activities related to quarterly Cost Recovery Receivable invoicing and collection.
- Accurate calculation and recording of accrued interest associated with delinquent cost recovery accounts.
- Collection and organization of agency documentation associated with cleanup sites to be used for collection efforts and potential legal action.
Some of the key work activities include:
- Working closely with the TCP Cost Recovery Coordinator, performs specialized accounting activities related to quarterly Cost Recovery Receivable billings.
- Prepares journal voucher and records interest accrued on delinquent cost recovery accounts.
- Generates and processes monthly delinquency notices.
- Analyzes and determines which accounts are to be recognized on the Agency’s state-wide financial reports as uncollectible.
- Obtains management and program approval for uncollectible and agency write-off actions. Prepares accounting transaction to remove uncollectable amounts from agency financial statements.
- Informs program and management as to current financial status and any potential problem areas.
- Maintains receivable and site files with all supporting documentations.
- Assists supervisor in the development of accounting procedures for maintaining and monitoring receivable agreements, enforcement orders, negotiated settlements and other related documents.
- Analyzes and interprets reports produced by various automated systems or semi-automated systems. These systems may include, but are not limited to: the Agency Financial Reporting System (AFRS), the Toxics Cost Recovery Program System (TCP), Billing & Revenue Tracking System (BARTS), the Accounts Receivable System (AR), and many others.
- As part of the Unit, will assist in heavy work load situations, such as the closing of each fiscal year and processing high volume of payments.

Required Qualifications:
- A bachelor’s degree from an accredited college or university in business, accounting, public administration, or closely related discipline, with a minimum of 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Professional experience may substitute for education but not for the accounting credit hours.
- Three (3) or more years of relevant professional-level accounting experience.
- Experience using State of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard and Web Intelligence).
- Two (2) years of experience using Microsoft Office products including Word, Excel and Outlook; to create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.
- One (1) year of experience, planning, prioritizing, and organizing workloads to meet deadlines.
- Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload issues.
Desired Qualifications:
- Prefer 30 quarter or 20 semester hours of college-level accounting and one or more years of relevant experience.
- Three (3) years of experience using State of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard and Web Intelligence).
- Intermediate proficiency with agency standard software applications and systems.
- Ability to use a 10-key calculator by touch.
- Ability to prioritize tasks and organization skills to create and maintain unit files.
- Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload issues.
- Understanding of and experience using Lean or other continuous improvement methodologies to achieve efficiencies and respond to customer needs.
- Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material to all levels of management and staff.
