The Environmental Scientist is responsible for investigation of technical issues and review of water resource impacts in an expanding urban setting. This position requires strong data analysis skills and the ability to work successfully independently and in cross-functional teams to develop actionable science to inform policy decisions.  This position will be a key member of the city’s Science and Data Analytics Team and support the Division’s vision of supporting our vibrant urban community while providing a lasting natural legacy.

Essential Duties:

  • Demonstrate sound problem-solving skills, including anticipation of routine problems and innovative solutions.
  • Apply broad knowledge of principles and practices in groundwater and surface water quality and quantity management.
  • Develop and design project and programmatic surface water quality assurance project plans (QAPPs), sampling and analysis plans for project and programmatic groundwater and/or stormwater monitoring.
  • Perform complex statistical analysis on a wide range of environmental data.
  • Analyze data and prepare technical documents and maps for use by technical staff, elected officials, management and the public.
  • Evaluate previous studies; examine field conditions; measure properties and natural phenomena such as wetlands, streams, rivers and geologic materials; identify issues and concerns; resolve contradictory data sources; diagnose natural conditions; and predict the future behavior of natural resources.
  • Participate in the development and review of city regulations, policies, standards and methods related to water resources management.
  • Prepare preliminary scope of work, budgets, and requests for proposals (RFPs) on projects; prepare scoring criteria for RFP respondents; and assist in the selection of private consultants.

Qualifications:

Knowledge of:

  • Physical and natural sciences related to groundwater/surface water quality and quantity; principles and practices of hydrogeology, hydrology, well hydraulics, soils, geochemistry, and related earth science.
  • Site investigation, monitoring, and remediation of contaminated soil and groundwater.
  • Principles and practices of program/project development and administration.
  • Federal, State, regional and local environmental laws and regulations related to groundwater and surface water quality.
  • Environmental permitting and reporting.
  • Methods and techniques used to assess ecosystem health and environmental restoration techniques. (preferred)
  • Experience with streams, wetlands, salmonid ecology, and habitat restoration issues. (preferred)

Skilled in:

  • Analyzing, interpreting, and presenting complex environmental data sets related to groundwater and surface water.
  • Environmental data collection and associated database management; GIS, Access, SQL, Equis, Aquarius, business intelligence software (Tableau).
  • Integration of complex datasets in multiple data formats (groundwater, surface water, drinking water data).
  • Sample collection methodology and procedures; Quality Assurance/Quality Control procedures.
  • Statistical analysis and data validation.
  • Writing reports, letters, memos, and other business correspondence.
  • Effective and efficient communication.
  • Managing workload and responsibilities.
  • Leadership skills and work with multidisciplinary teams.
  • Microsoft office products.

Ability to:

  • Demonstrate a positive attitude and be an effective leader by exercising sound judgment and effective problem solving.
  • Manage multiple projects and priorities with competing timelines. Remain flexible and make sudden scheduling changes based on changing priorities.
  • Explain technical issues in a manner that would be understood by non-technical individuals or groups.
  • Apply scientific methods, based on sound professional judgment, in both typical and unusual circumstances; able to interpret policies and procedures as they apply to specific situations.
  • Conduct technical writing and report review.
  • Interpret analytical laboratory results.
  • Take initiative and work with minimal supervision and instruction.
  • Construct and interpret maps and other graphical presentations.
  • Conduct environmental fieldwork; surface water and/or groundwater monitoring and sampling.
 DO YOU HAVE WHAT IT TAKES:
Education and Experience:

  • Any combination equivalent to: Bachelor of Science degree in geology or other equivalent science field and four (4) years of experience in geology, environmental science or related field.
  • Experience with data visualization tools and statistical analysis preferred.

Licenses and Requirements:

  • Valid Washington State Driver’s License and a driving record that meets City standards.
  • Professional Geologist (LG) license preferred.
  • Current HAZWOPER certification preferred.

Working Conditions: 

Work is performed primarily in an office environment with fieldwork required to oversee or collect groundwater and surface water data.  Physical agility sufficient to perform
field data collection in increment weather is required. Exert up to 40 pounds of force.
