• This position is with the Oregon Department of Fish and Wildlife located in Roseburg.

This is a full time, Limited Duration position through JUNE 30, 2019.

• This recruitment will be used to establish a list of qualified people to fill the current vacancy and may be used to fill other vacancies as they occur.

Duties & Responsibilities
Are you passionate about doing what’s best for wildlife and their habitat? Assist the district wildlife biologist and assistants in performing all wildlife management functions and related activities required to carry out the department’s programs in the Douglas County and Umpqua Watershed District. The major duties and responsibilities of this position are to:

• Perform work necessary to carry out farming and forage enhancement operations on public and private lands. Control undesirable vegetation as assigned. Must be able to recognize and apply proper chemical or mechanical controls (including fire) to reduce or eliminate undesirable vegetation. Operate, maintain and repair all types of farm and construction equipment including driving pickups, dump trucks, flatbed trucks, tractors, back hoes, road graders, front end loaders, bulldozers, land levelers, plows, trailers, post drivers, post hole augers, ditchers, disks, harrows, fertilizer spreaders, seeders, four wheelers, water pumps, winches, generators and miscellaneous shop tools. Request purchase orders, transmittals, contract release orders and/or orders for needed supplies, services and equipment. Maintain equipment logs and records. Requires a good knowledge of painting methods, electrical wiring, mechanics, plumbing, carpentry, concrete work and welding. Install new guzzlers as necessary and evaluate condition of old guzzlers and repair as needed. Fabricate and install nesting devices for birds as needed. Coordinate the procurement and delivery of needed supplies.

• Work with the public regarding wildlife damage complaints, assess problems and recommend solutions. S/he will develop new solutions to recurring problems and help carry out those solutions to resolve damage.

• Collect and manage data. Independently collect population inventory data for wildlife by air and from ground. Determine male:female ratios for post hunting season survival. Determine female:young ratios for reproductive success. Determine animals/birds per mile for population trend over time. Assist in compiling and recording data on a computer database.

• Capture and handle wildlife. Coordinate capture events with landowner, staff and volunteers. Trap elk, deer, turkeys, waterfowl and bear. Collect blood and other tissue samples and band/tag and radio mark animals as needed. Collect teeth from bear, cougar, bobcat, otter, marten, elk and deer for aging. Collect reproductive tracts from elk, deer, bear and cougar. Take samples, major organx, lymph nodes, brain, blood and stomach for analysis. Record information as directed. Use immobilization drugs, drive/walk-in/corral traps, rocket nets, drop nets, net guns and clover traps. Capture injured animals, diagnose condition and recommend treatment. Use ground and aerial telemetry to locate radio tagged animals. Record and map locations, possibly using GIS methods. Analyze capture project goals; make recommendations and determine work tasks. May control sick, injured or dangerous wildlife which may require use of a firearm to euthanize the animal. Salvage injured or illegally harvested wildlife.

• Prepare and make presentations to civic organizations, hunter groups, professional societies, schools, etc. Answer wildlife related questions from the public, staff and other agencies. Conduct one-on-one contact with hunters in the field and over the phone; explain hunts and programs as needed.

Working Conditions

• Requires frequent travel by vehicle, foot, air or horseback through isolated, rugged terrain. Work includes exposure to all types of weather during field operations. Must be available to work all hours.

• Frequent dealings with the public, local residents and other agency personnel requires a well-developed sense of diplomacy.

• This position requires an All-Terrain Vehicle (ATV) Safety Education Card for on-the-job use of ATVs (Class 1 ATVs) obtained through the Oregon Parks and Recreation Department.

• This position requires occasional use of a firearm to deliver immobilization drugs and projecting nets for wildlife capture, euthanizing injured or sick wildlife, killing or hazing nuisance animals and birds, collecting animals for research or other studies, and protection from dangerous animals in close quarters. The successful candidate will be subject to a criminal history background check to verify s/he may legally possess a firearm before being hired into this position. Training must be taken prior to using or transporting a firearm.

• This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. Involves long hours, before sunrise and after sunset and on weekends.

• Requires physical ability to perform instant and/or sustained arduous physical activity which may require lifting heavy objects (deer, elk, traps, hay bales, tires, etc.).

• This position requires the possession of a Class A Commercial Driver License (CDL) and a Public Pesticide applicator’s License (PPAL). On your application, be sure to indicate in the Certificates & Licenses section if you have a CDL and/or a PPAL. If the selected applicant does not possess a CDL/PPAL, s/he is required to obtain this license within six months of hire and must retain it as a condition of continued employment in this position. The department does not pay the cost for the CDL or for physicals (Employee’s PEBB medical insurance would cover the physical exam) required to hold a CDL. Pursuant to the Omnibus Transportation Employee Testing Act of 1991 and Federal Highway Administration regulations, candidates must successfully pass an alcohol/controlled substance test before being hired into this position. Additionally, employees required to hold a CDL will be subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up alcohol/controlled substance testing as a condition of employment.

NOTE: You must have a valid driver license and an acceptable driving record.

The Oregon Department of Fish and Wildlife will check driving records for in-state finalists. Out-of-state finalists will be required to present a current driving record for review.

Qualifications, Required & Requested Skills
Minimum Qualifications

• An Associate’s degree in Wildlife Technology or Agriculture; OR

• Eighteen months of experience in the care of livestock, agricultural research and experimentation, monitoring game or wildlife, or farming. (six months of fisheries, fish culture, fish screens, or related habitat work experience will count toward this experience).

A higher level degree in Wildlife Science, Agriculture, or a closely-related degree with at least 45 quarter (30 semester) hours of biological/ecological coursework will substitute for the Associate’s degree.
