ODOT’s Region 4 Geo/Environmental unit is seeking a Geo/Environmental Manager to provide leadership and direction to the Geo/Environmental Unit located in Bend, Oregon.

This position will administer department policies and procedures, approving design standards, standard and supplemental specifications, standard drawings, drafting standards, as well as Technical Center policies and procedures to ensure quality results in final contract plans and project specifications. The Geo/Environmental manager will also be responsible for employees directly and assists in the overall administration of the Technical Center as part of the management team.

Duties & Responsibilities
MANAGEMENT DUTIES:

  • Prepares unit’s workplan budget, develops, and negotiates workplan budgets.
  • Develops and implements Unit’s budget compliance procedures and monitors expenditures to assure compliance.

  • Directly supervises personnel, manages performance, resolves disputes, motivates, develops, mentors, coaches, and trains.
  • Sets policies and direction of Unit and each program area.
  • Determines work priorities and develops strategies to achieve and implement them.
  • Leads Unit in developing and maintaining cooperative work relationships with other ODOT program units, regulatory agencies, cities and counties that carry out the Region’s business plan.

PROGRAM AREA DUTIES:
Environmental

  • Reviews natural resource reports and other unit work products and processes.
  • Sets standards and expectations for professional research and analysis.
  • Supervises natural resource work done through contract/agreement with outside agencies or consultants, including services from the National Marine Fisheries Service, Oregon Department of Fish and Wildlife, and U.S. Fish and Wildlife Service.
  • Coordinates natural resource findings and conclusions with regulatory agencies and develops procedures as required.
  • Initiates and/or participates in multi-agency efforts in Oregon and the Northwest to streamline and improve compliance processes.
  • Determines compliance with applicable laws and regulations.
  • Reviews and approves or modifies mitigation proposals and plans.

Geology, Hydro, and Geotechnical Management

  • Assigns geology and geotechnical engineering project work to insure quality, standards, and procedures are maintained.
  • Coordinates with the Headquarters Geo/Environmental Unit manager regarding geotechnical standards and procedures and conflict resolution in the case of design disputes.
  • Reviews project plans, goals, objectives, budgets, and scopes with the project geologist and geotechnical engineer.
  • Resolves coordination problems, conflicts and technical disputes between Geo/Hydro Units and region design, construction and maintenance units.
  • Develops drilling program and works with geologist and geotechnical engineer to set project priorities.

Hazardous Material Management

  • Works with Statewide Hazmat coordinator, Safety manager, and Region Maintenance to assure consistency in training of staff and maintenance workers and to develop and implement a statewide hazmat program.
  • Determines the standard quality work procedures and safety practices for performing HazMat work.
Qualifications, Required & Requested Skills
Minimum Qualifications
  • Three (3) years of management experience in a public or private organization which included responsibility for each of the following:
    1. development of program rules and policies
    2. development of long- and short-range goals and plans,
    3. program evaluation, and
    4. budget preparation.
OR
  • Two (2) years of management experience in a public or private organization which included responsibility for each of the following:
    1. development of program rules and policies
    2. development of long- and short-range goals and plans,
    3. program evaluation, and
    4. budget preparation.

      AND

  • 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR
  • Three (3) years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, geologists, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

Special Qualifications
  • Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
  • Must possess an Oregon registration as a Certified Engineering Geologist (CEG) or a Registered Professional Engineer (PE) with a background in geotechnical engineering.

Working Conditions:

  • Occasional exposure to coastal and river environments, unstable slopes, active landslides, rockfall, close proximity to traffic, heavy equipment and hazardous materials.
