The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a SEA Program Technical Operations (Management Analyst 3) position. This position is located in our Headquarters office in Lacey, WA.
This position supports both Ecology’s mission and the SEA Program’s mission by evaluating, monitoring, and managing changes to the program’s activity inventory and performance measures, and reporting the Program’s performance measures to OFM and others. This position participates with program management in the development and implementation of the program’s strategic plan. The SEA Program Technical Operations position also provides assistance to the program budget planner coordinating implementation of diverse budget development and reporting activities, including: updating monthly and periodic budget status reports; developing new reports as needed; research, modeling, and drafting program decision packages; preparing fiscal notes; and assisting the fiscal office receivable agreement unit.

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

Some of the key work activities of the SEA Program Technical Operations include:

Program and Strategic Planning, and Tracking Performance measures

  • Provides leadership in developing and implementing the SEA program’s strategic plan, in coordination with Program Management Team.
  • Defines SEA program needs and priorities, identifies long-range planning needs, facilitates management discussions, and makes recommendations to develop long-term goals and objectives.
  • Develops the annual program plan, in coordination with program leadership team.
  • Monitors, evaluates, and reports progress on program performance measures to the Office of Financial Management, Puget Sound Partnership, and other entities.
  • Works directly with agency lead staff and OFM to make changes to performance measures and activities as warranted.
  • Provides consultation to program leadership in implementing the Program’s strategic plan.
  • Monitors, evaluates, and reports progress on program performance measures to the Office of Financial Management and other entities, including Puget Sound Partnership Activity Reporting and Results Washington.
  • Works independently under supervision with agency lead staff and OFM to make changes to performance measures and activities as warranted.
  • Assesses trends and needs in the diverse programmatic areas of the SEA program, including shoreline, wetlands, and floodplain management.
  • Conducts multi-dimensional analysis of alternatives for management decisions, including implementation of new agency initiatives and changes in program priorities.
  • Provides advice to management on continuous process improvements to human resources planning, including a focus on succession planning, workplace of choice and employee engagement.
  • Represents the SEA Program at Business Advisory Team (BAT) meetings, acting as alternate for the Policy and Operations Manager, when required.

Budget and Finance Activities

  • Provides professional and technical advice and support to the program’s budget manager.
  • Updates monthly and periodic budget status reports; develops new reports as needed using state wide financial reporting systems (Enterprise Reporting, Web Intelligence).
  • Assists in research, modeling, and drafting on program decision packages, fiscal notes, and other inquiries from external parties as needed.
  • Works with the fiscal office receivable agreement unit and assigned program project manager to balance and close private/local, interagency, and federal receivables.
  • Updates and shares the staffing plan monthly and maintains the Salary Projection System files.
  • Assists the budget manager with statewide and Ecology-specific budget and financial management systems (e.g., Salary Projection System, budget reporting systems).
  • Represents the SEA Program at weekly budget manager meeting, acting as an alternate for the Budget Manager as needed.

Qualifications
 

Required Qualifications:
A Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.

AND

Two years of experience conducting research and analyzing policies, laws, rules, or regulations.

A Master’s degree in one of the above fields will substitute for one of the years of experience.

Desired Qualifications:
  • Experience in strategic planning.
  • Knowledge and experience with process improvement strategies, such as Lean.
  • Skills with Microsoft Sharepoint®, Excel®, and Word®.
  • Experience writing, editing or working with financial reporting and management systems.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
