POSITION SUMMARY:
This is a senior stormwater facility inspections position conducting work with an emphasis on NPDES stormwater permit required inspections, technical assistance, compliance tracking, investigation and reporting for stormwater facilities and potentially pollution generating businesses regulated by Pierce County.  An employee in this class performs both office and field work and is responsible for maintaining complete facility files. The workload demands excellent organizational, communication, and writing skills.   This position is responsible for providing technical assistance to the public on a full range of NPDES stormwater permit compliance, stormwater BMP implementation, and stormwater facility maintenance requirements. Senior level work includes leading projects, completing analysis and writing reports.

THE ESSENTIAL FUNCTIONS OF THE POSITION ARE

  • Conduct and direct on-site inspections of sophisticated and complex stormwater management facilities associated with industrial, commercial, and multi-family land use to verify the proper operation and maintenance of stormwater management facilities and implementation of stormwater best management practices (BMPs).
  • Read and interpret as-built site design plans to diagnose and solve functional problems in engineered stormwater facilities.
  • Conduct investigations of pollution sources, including, but not limited to, interviewing, researching, reviewing codes, and photographing critical problems to create a complete file in an SQL database. Assess risks to the municipal separated storm sewer system (MS4) and surface waters to determine priority response levels. Document missing drainage and collect information for mapping corrections and GIS data collection.
  • Meet with a variety of residents, property owners, interested parties, other agency representatives and representatives of businesses or contractors in the field regarding compliance with stormwater code, BMPs and stormwater facility maintenance requirements. Respond to complex questions and information requests to communicate the intent of stormwater code and provide technical assistance verbally and in writing including detailed reports, letters, memos and emails.
  • Review maintenance agreements for new and existing developments to ensure completeness and compliance with applicable regulations. Work with Pierce County legal department to update agreements as needed.
  • Collect samples to support investigations or projects.  Analyze results and synthesize into reports as needed.
  • Lead projects, which may include water quality effectiveness studies as assigned, business sector, or basin specific projects, or other types of projects to address sources of pollution impacting receiving waters and improve program effectiveness.
  • Situational awareness and timely communication of significant issues to supervisor and manager.
  • Work with other team members to develop, revise and implement procedures, policy amendments of related codes and ordinances as needed.
  • Participation and contribution to team knowledge and process improvements through formal and informal interactions. Coordinate efforts with the department, division, and other agencies to insure uniformity of interpretation and application of regulations and codes. Act as a resource for the Water Quality Inspector 2 staff.
  • Keep current with stormwater best management practices, new technologies, changes in codes and regulations for storm and surface water, and be able to respond to citizen, council and other department’s questions regarding them.
  • Represent the Surface Water Management department at various meetings.
  • Maintain regular, predictable and punctual attendance during regularly scheduled work hours at assigned worksite. Work may occasionally require flexible schedule, including evenings, weekends, holidays and overtime, as requested and approved by supervisor and manager.
  • Perform the physical requirements of the position; work within the established working conditions of the position, including the travel requirements.
  • Perform other job functions as assigned.

QUALIFICATIONS:
Our next successful team member will have…

  • Four years of college or post-high school technical training and three or more years of progressively responsible related experience. Additional education or experience may substitute equally for the recruiting requirements.
  • Experience using databases for water quality analysis.
  • Lean 6 Sigma certification is highly desired.
  • Satisfactory physical condition, as evidenced by a County-approved physical examination and drug test, may be required prior to appointment to the position.
  • A valid Washington State driver’s license may be required when travel is required of the position.
  • Union membership is required within 30 days of employment.
