The Information Technology Services Office (ITSO) is currently looking to fill an Chief Information Security Officer (WMS Band 2) position. This position will be located in our Headquarters Building in Lacey, WA.

The Chief Information Security Officer position reports to Ecology’s Chief Information Officer (CIO) in the Information Technology Services Office (ITSO).  Ecology’s Information Technology is federated, with approximately 95 IT Professionals working in the central IT Team (ITSO) and another approximately 60 IT Professionals working directly within the Environmental Programs.

We are looking for applicants to provide leadership and direction, consult and advise, problem solve, and manage the Security Program. The ideal candidates will possess excellent people skills, with the ability to professionally and effectively communicate with a diverse audience ranging from IT Professionals to Agency Executive Leadership. Being comfortable working in a fast paced environment, have the ability to remain calm while quickly assessing an urgent situation, and the ability to make critical decisions.

The mission of the Department of Ecology is to protect, preserve, and enhance Washington’s environment for current and future generations.

The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology.  The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology’s environmental mission.

Some of the key objectives of the Chief Information Security Officer position are:

  • This position serves as the Departments liaison with the Office of Cyber Security, the State SOC, and State CISO.
  • The CISO manages the Security Office which includes implementation of new security controls, responsible for auditing existing systems and applications, advises and recommends the implementation of security principles, policies and standards, security technologies and tools.
  • The position has a focus on planning, design, procurement, and implementation of Ecology’s enterprise wide technology platforms.
  • Ensuring security design reviews are completed successfully, and thoroughly.

Some of the things this position is expected to accomplish are:

  • Establishing an Enterprise Security Program for the Department.
  • Ensuring the Department is complying with all applicable Federal and State IT Security Policies and Procedures.
  • Support a spirit of teamwork and collaboration between meeting business needs and ensuring a quality security posture.
  • Proactively identify trends, and areas of improvement with an eye to the future.

Some of the problems this position gets to solve are:

  • Supporting the Departments mobile workforce, by ensuring team members have access to information where they perform their work.
  • Protecting data and reducing vulnerabilities on our journey to the Cloud.
  • Advising the CIO and Agency Executive Leadership on security matters, issues, and future purchases or procurements that affect the enterprise.

This is an exciting opportunity where the successful candidate will get to work with a dedicated group of security professionals, who are committed to both protecting Washington’s air, soil and water; and our IT environment. The CISO represents the Agency on cyber security, recommends corrective actions and risk mitigation.

If there is an IT Security incident or emergent situation, the successful candidate would be required to be part of the incident management – day or night, weekday or weekend.This recruitment will remain open until filled. Qualifications

Required Qualifications:

A Bachelor’s degree in an Information Technology program or closely related field;  AND five (5) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: security consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management, IT supervisor or team lead.  (Experience may be attained concurrently).

OR

An Associate’s degree or higher in an Information Technology program or a closely related field; AND Six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: security consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management, IT supervisor or team lead.  (Experience may be attained concurrently.)

Additional years of experience can substitute, year for year, for education.

OR

Six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: security consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management, IT supervisor or team lead, security operations, security and risk management, network security, identity and access management. (Experience may be attained concurrently.)

AND

Three (3) or more years (full-time equivalent) experience as an IT supervisor or team lead capacity. The experience should include hiring, training, scheduling work or tasks, evaluating, motivating, coaching, and disciplining employees.

Desired Qualifications:

Five or more years of experience with one or more of the  following security strategic services focus areas; security reviews, security analysis, security  assessments, intrusion detection, security architecture, security research, IS security forensics IT project.

Five or more years of experience with one or more of the following IS security focus areas; mainframe security, database security, network security, desktop security, patch, management, anti-Virus/anti-Spam and user provisioning/access control systems.

Strategic planning experience.

Knowledge and experience in Industry Security Frameworks and Methodologies.  Knowledge and experience across breadth of IT technologies (desktop, middleware, server, cloud, data and information, development, etc.

Experience developing, recommending, and maintaining technology policies, standards, best practices for an organization, including facilitation of diverse stakeholder groups.

Knowledge/experience in open industry standards bodies, processes.

Knowledge of environmental and permitting business areas.

Certified Information Systems Security Professional (CISSP) Certification.

Strong oral and written communication skills.  Proficiency in writing technical user documentation and presenting to diverse audience.
